The Digital Modernization Sector has an opening for a ServiceNow Program Manager for the Global Solutions Management - Operations II (GSM-O II) contract. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA). It also includes support to other key tasks for DISA, including the transformation of DISA's operational mission through innovation, and support to DISA's mission partners.
The Program Manager will be responsible for the leading and managing the migration of legacy tools into the ServiceNow Solution. The Program Manager will have working knowledge of ServiceNow and/or enterprise cloud migration experience, to include implementation experience within an Agile framework and will need to be able to lead best practices with both internal and external stakeholders. The ideal candidate will have a background of successfully collaborating with customers and customer stakeholders.

Primary Responsibilities
The successful candidate's primary responsibility will:
- Build and maintain a trusted advisor relationship with customers while developing a deep understanding of their priorities.
- Oversee and guide the planning to support requirements gathering, gap analysis, business process re-engineering, and data mapping with key customer stakeholders.
- Oversee integration meetings with the project managers and staff to develop project plan, coordinate deployment requirements, and support the project and program managers to communicate key plans to the customer and operators.
- Ensure the Integration and Deployment teams are properly coordinated and have the required resources to execute the migration and deployment of legacy system to the cloud.
- Identify risks, resolve problems, and verify effectiveness of corrective actions.
- Oversee that Technical Leads are adhering to DevSecOps Engineering processes for phased and incremental baseline deliveries.
- Manage the cost of the project, ensure proper staffing to execute the project, and operate with the budget. Identify and execute actions needed to mitigate any cost drivers.
- Manage the growth, performance, and professional development of staff.
- Provide measurable input to new solutions, processes, or standards to achieve functional/project objectives.
- Quickly adapt to customer dynamic environment and adopt their processes and foster innovative ideas.
- Employing exceptional problem-solving skills
- Support the project manager to guide the planning to support requirements gathering, gap analysis, business process re-engineering, and data mapping with key customer stakeholders.
- Support integration meetings with the project managers and staff to develop project plan, coordinate deployment requirements, and support the project and program managers to communicate key plans to the customer and operators.

- Ensure team is effectively collaborating and communicating across team, to management, and stakeholders.

- Demonstrate strong collaboration skills to ensure quality and adherence to production guidelines for deliverables.
- Manage schedules and milestones.
- Ensure high quality delivery process and execution.
Basic Qualifications
- Requires a US Citizenship.
- Must hold an active DoD Secret clearance.
- Bachelor's Degree with 8 - 12 years of relevant experience or master's with 6-10 years of prior relevant experience. Additional years of work experience in lieu of degree is acceptable.
- Experience formulating a technical strategy.
- Knowledge of Agile Development Methodology working expertise and/or certifications
- Knowledge of DevSecOps processes
- Knowledge of Engineering and Management Processes (e.g. ITIL, PMP)
- Knowledge of Federal and DoD industry/government best practices
- Experience with Risk and Opportunity Management
- Experience effectively communicating at senior levels within a customer organization.
- Ability to collaborate with Program Management and customers in forming strategies to improve performance, reliability, and cost effectiveness.
Preferred Qualifications
- Agile, ITIL and PMP Certifications
- AWS Cloud Certifications
- Experience with ServiceNow Telecom products.
- Hold and active security certification that meets DOD 8570 IAT level II or higher, such as Security+.
