Why does the job exist?
This position is responsible for assisting the Program Manager with grant development, management, supervising two to three staff positions in the Superfund Oversight Section, and ensuring that Superfund assessment projects in New Mexico are consistent with the requirements of Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the National Contingency Plan (NCP).
How does it get done?
- Participate in decision making regarding Superfund site assessments in New Mexico
- Provide expertise in highly specialized technical fields of hydrology, geology, chemistry, and engineering for investigating groundwater contamination sites and implementing cleanup of Superfund sites in compliance with appropriate state and federal regulations
- Conduct field investigations, oversee cleanup activities, and perform project management
- Offer technical support, oversight, guidance, and determination of compliance for Superfund sites
- Communicate frequently with stakeholders, government agencies, and the public
- Be responsible for project management, which includes directing government contractors and managing budgets

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate
The ideal candidate will have experience in the following:
- Considerable technical expertise in environmental assessment and remediation of hazardous waste contamination
- Evaluating groundwater hydrology, with pertinent or similar regulatory work
- Project management skills capable of leading site investigation and cleanup
- Using excellent technical writing skills
- Field sampling
- Public outreach
- Contributing in a team environment.
Minimum Qualification
Bachelor's degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Occasional travel is required. Field work up to 30% of the time with exposure to seasonal weather conditions and potential exposure to hazardous and/or radioactive waste.
