We are currently seeking a Site Personnel Management Officer to join our team based in Houston, TX.
Job Purpose
Responsible for the mobilization and optimization of construction resources according to site needs, ensuring efficient staffing strategies and workforce planning across projects and module yards. This person is responsible for overseeing and coordinating all personnel-related activities at the site. This role involves managing employee relations, ensuring compliance with company policies, and supporting the site management team in maintaining a productive and positive work environment. The ideal candidate will have strong organizational skills, excellent communication abilities, and a proactive approach to problem-solving.
Key Responsibilities
Analyze staffing requirements from construction site schedules and bar-charts; propose proactive mobilization strategies.
Lead the development and distribution of resource dashboards to project stakeholders.
Monitor, track, and relaunch the mobilization and demobilization phases to align with project timelines.
Act as the primary interface between the Operating Center and Site teams to coordinate workforce logistics.
Collect and assess performance data for non-Technip staff across various projects.
Deliver regular updates and reports to Construction leadership, highlighting key performance and staffing indicators.
Collaborate with internal staffing hubs and partner centers to ensure unified resource planning and avoid conflicts.
Role Scope & Dimension
Manage fewer than 5 payrolls with oversight across complex scopes, large teams, or high-impact environments.
Frequent direct involvement in staffing adjustments and contingency resource planning.
Role requires agility in navigating unexpected or evolving project conditions.
Managerial Expectation is less than 5 payrolls, potential to grow based on project wins
Qualifications & Experience
Technical or Business Diploma
Experience in Human Resources, Construction Staffing, or similar roles preferred
Proven leadership and team management skills
Strong interpersonal and communication skills
Fluency in English (additional languages a plus)
Preferred Skills
Experience working on EPC projects or within large construction/mod yard environments
Familiarity with project management systems and resource planning tools
Ability to analyze workforce data and translate into actionable plans
