General Description:
The Site Relief System and SIS Program Lead will provide technical oversight for all aspects of the Site Safety Instrument Systems (SIS) lifecycle in accordance to ANSI/ISA-84 and the facility's flare and overpressure protection systems including ownership of all relief system documentation in accordance with API 520/521. This position will ensure that the site's work processes for designing, maintaining, evaluating, and modifying these systems are effective and consistent with industry standards, practices, and regulatory requirements.
The Site Relief System and SIS Program Lead holds ownership of technical information for 1600+ relief valves, two flares, and the interconnecting systems and 1800+ critical instruments. The position is engaged in a variety of roles within the Decatur Site including: Technical Support, Process Design, Process Controls, Project Engineering, and Special Projects.
The Site Relief System and SIS Program Lead works collaboratively with HSSE, Operations, Maintenance, TAR, Inspection, and Engineering staff and contractors on a regular basis. This role coordinates program efforts and oversight with the Site RV Process & Design TA and the Site SIS TA.

Roles and Responsibilities
- Work within multi-discipline project teams for the development, execution, and implementation of projects in support of the Site and Segment strategic relief system and SIS program objectives.
- Manage and update databases, technical records, and supporting calculations associated with relief system and SIS equipment.
- Provide technical oversight and quality assurance for all work relating to accountable areas
- Accountable for identifying long and short term needs specific to the management and performance of relief systems and SIS.
- Updating all relevant site performance metrics for accountable systems.
- Support the investigation of process safety incidents and implementation of recommended actions.
- Support the Technical Team in execution of process safety requirements such as PHAs and/or LOPAs.
- Provide advice to site regarding ETPs, industry practices, standards, and regulatory compliance.
- Maintain suite of relevant Engineering Procedures for the site. Work with Engineering Authority and engineers to identify needs for new procedures as required.
- Maintain suite of relevant Site Technical Practices. Work with Engineering Authority and Technical Authorities to identify and develop any needs for new STPs.
- Reviews and approves deviation requests when applicable. Maintains register of all approved deviations from ETPs and STPs.
- Reviews procedures, practices, and results with respect to relief system and SIS compliance and interprets OSHA and relevant standards with regard to engineering practices and specifications.
- Communicates and champions related relief system and SIS information within and outside of the plant.

- Assure execution compliance for the related system.
- Accountable for all relief system documentation: organized, accurate, and complete.
- Assure that the site's work processes for designing, evaluating, testing, installing, maintaining, and documenting relief protection systems are effective and consistent with accepted engineering practices and in full compliance of all regulatory and other relevant industrial standards.
- Engineering design and/or oversight of the design of all site relief devices.
- Engineering design and/or oversight of site combustible dust prevention and mitigation systems
- Project management of site relief system compliance studies and execution of relief system modification projects, as designated by Technical Superintendent - Projects, Digital & IT.
- Management of SharePoint RDMS (Relief Device Management System) or equivalent.
- Management of site relief device maintenance procedures, interval testing and documentation in SharePoint RDITS (Relief Device Inspection and Testing System) or equivalent.
- Oversight and troubleshooting for all site relief system failures through root cause analysis and subsequent defaulter investigation, mitigation and resolution actions.
- Maintain and revise DEC 44-01 Site Technical Practice for Relief Systems, working with the Site RV Process & Design TA.
Area: SIS and Critical Instrumentation
- Assure execution compliance for the related system.
- Accountable for all critical instrument documentation: organized, accurate, and complete.
- Assure that the site's work processes for designing, evaluating, testing, installing, maintaining, and documenting critical instruments are effective and consistent with accepted engineering practices and in full compliance of all regulatory and other relevant industrial standards.
- Maintain and revise SIS Technical Practices and other critical instrument procedures.
- Project management of SIS compliance studies and execution of specific SIS projects, as designated by Technical Superintendent - Projects, Digital & IT.
- Management of SharePoint CEMS (Critical Equipment Management System) or equivalent.
- Participate in setting selection strategy of critical instruments for use at the plant.
- Review and write corrective action(s) for each failed SIS instrument through CEMS or equivalent.
- Review and approve any change to SIS instruments or functions.
- Coordinate updates to the Safety Requirements Specifications.
- Oversees compliance with Functional Safety Assessments.
- Manage the life cycle of the SIS Logic Solver including firmware, software maintenance releases, service packs, patches and updates, and hardware obsolescence & upgrade roadmap.

Experience:
Education/Experience/Certifications Required:
- BS in Engineering
- 8+ years manufacturing experience
- Demonstrated experience with design and evaluation of overpressure protection systems and/or safety instrument systems
- Demonstrated experience with codes, standards, and industry practices relating to relief valves, flares, SIS and their industrial application

Education/Experience/Certifications Preferred:
- Manufacturing experience within a refining or petrochemical environment
- Professional Engineering License
- Use of SILSolver software for SIL verification
- Use of PLCs (e.g. Triconex)
- Functional Safety Expert Certification (through Exida, ISA or TUV)
- Use of software for relief system calculation and maintenance (e.g. Smith-Burgess)
- Leadership experience
