Sourcing Analyst Sr.

Salary Grade: G06
Minimum Midpoint Maximum
$78,537 - $106,024 - $133,511

SUMMARY:

Under limited supervision, completes the sourcing process for high-dollar and high-risk projects and contracts. Supports the sourcing and procurement processes. Gathers, analyzes, and prepares recommendations on sourcing strategies, practices, and procedures, including but not limited to continuous process improvement. Acts as project manager to direct and coordinate assigned objectives. Administers and reviews contracts.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Ensures that the company follows the approved purchasing process

Assists with opportunity assessment and prioritization of major categories and cost of ownership opportunities; analyzes key trends in global supply, profile market, and industry analysis

Develops and maintains sourcing strategies

Understands and standardizes company commodity needs

Manages the bid process and leads cost reduction activities and achieves annual improvement targets

Develops and implements all supplier selection criteria and plans, chooses suppliers, leads negotiations, implements contracts, and manages supplier performance

Develops key long-term supplier relationships to achieve continuous improvement and manages contract performance to ensure cost, service, quality, and flexibility goals are met

Implements supplier-sourcing strategies to ensure high quality, on time delivery and cost competitiveness

Develops communication plans, focus interviews, process mapping, business case development, scope of work/specifications, total cost of ownership model, spend and supply analysis, etc

Ensures best in class supply chain management and procurement processes including leading and auditing process improvement activities and automation initiatives

Develop process documentation and manuals, process training documents and process training sessions

Prepares RFI/RFQ/RFP process with requesting departments, evaluates proposals, selects bidders, manages the selection process, and prepares executive summaries

Develops and manages business processes for web-based sourcing practices (Reverse Auction)

Conducts formal business reviews with key suppliers to discuss performance on a regular basis.

Advises client departments on procurement-related policies and procedures, including best practices regarding purchasing activities, tactics and contractual terms

Develop and maintain contract management systems

COMPETENCIES:

Advanced knowledge of contracts and experience in contract negotiations

Knowledge and experience with application of strategic sourcing best practices

Demonstrated experience with contract negotiation

Demonstrated project management and financial analysis skills

Advanced interpersonal skills

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree from a four-year college or university preferably in business administration, materials management, supply-chain management, or similar discipline, with five to seven years of related experience, or equivalent combination of education and/or experience related to the discipline.

CERTIFICATES, LICENSES, AND REGISTRATIONS:

Certified in Production and Inventory Management (CPIM) or Certified Purchasing Management (CPM) designation is preferred.

COMMUNICATION SKILLS:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form

Ability to write reports business correspondence, and procedure manuals

Ability to speak effectively before various groups

Advanced negotiation skills and ability to gain concessions without damaging relationships

MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
Ability to apply concepts of basic algebra and geometry

COMPUTER SKILLS:

Knowledge of word processing, spreadsheet, and presentation software

SUMMARY:

Under direct supervision, completes the sourcing process for key commodities. Supports the sourcing and procurement processes. Assists with managing assigned projects and business unit collaboration. Assists with contract administration and review. Processes ordering information under existing contracts (purchase orders, assignments, contract terms etc) and PNMR services procurement systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Gathers information, researches company sourcing needs, supports negotiation strategies, develops financial analysis, and supports Senior Sourcing Analysts

Learns purchasing systems and ensures that buying procedures and systems are followed

Inputs purchasing data to ensure automated purchasing procedures

Creates and utilizes blanket purchase orders and processes purchase requisitions via purchase order or change orders

Solicits bids, contracts, data, and other information from supplier and inputs into supply chain (SC) systems

Manages buyer functions on less complicated commodity categories

Assists with opportunity assessment of major categories and cost of ownership opportunities; analyzes key trends in global supply, profile market, and industry analysis

Tracks and documents changes from process related to automation or other efficiency drivers

Maintains database information and updates internal sourcing information such as historical bids/quotes, commodity price monitoring, and supplier lists, etc

Ensures that all record keeping systems work properly

Prepares ad hoc reporting, real-time generation of standard and customized reports

Assists on complex special projects and other assignments as directed

COMPETENCIES:

Knowledge of standardized sourcing practices and procedures

Ability to prioritize, schedule, organize, focus on, and complete work

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor's degree in a related field with one to two years of related experience, or equivalent combination of education and/or experience related to the discipline.

Ability to read, analyze, and interpret business periodicals, professional journals, financial reports, and legal documents
