Job Title: Sovereign Lands Operations ManagerLocation: Salt Lake CityJob Description:
Join the Sovereign Lands team at the Utah Division of Forestry, Fire, and State Lands as the Sovereign Lands Operations Manager. This position reports directly to the Deputy Director and manages the day to day operations of the sovereign lands program. Specifically focusing on the Division's internal processes and supporting our resource specific sovereign lands managers in their work. There are approximately 1.5 million acres of state sovereign lands, and 2,200 miles of shoreline, including the Utah portion of Bear Lake and Bear River, Great Salt Lake, Jordan River, Utah Lake, and portions of the Green and Colorado Rivers.

Responsibilities

  • Drafts reports, staff and leadership memorandums, division policies, administrative rules, and standard operating procedures.
  • Directly supervises program management staff, including hiring, workload prioritization, delegation, onboarding, training, etc.
  • Ensures staff compliance with statutes, rules, policies, and procedures.
  • Monitors and evaluates performance, initiate corrective/disciplinary actions.
  • Provides technical review of encumbrance documents, authorizations, and contracts to ensure compliance with existing statutes, rules, laws, and division policy and procedures.
  • Manages and leads the planning, implementation, and monitoring of employee work/performance plans and resulting activities to ensure compatibility with any department and division plans and/or directives.
  • Ensure internal controls are in place to ensure consistency and efficiency.
  • Constant review and innovation of internal processes and procedures.
  • Backfills the day to day responsibilities of program management staff when vacancies occur.

Qualifications

  • Knowledge of natural resource policies, procedures, and applicable laws.
  • Ability to develop and/or implement new policies, standard operating procedures, and administrative rules.
  • Ability to deal with people in a manner that shows sensitivity, tact, and professionalism.
  • Experience with managing projects, creating budgets and managing funding.
  • Reviewing technical contracts and agreements.
  • Supervise others by assigning/directing work: conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc.
  • Ability speak clearly, concisely, and effectively; listen to, and understand, information and ideas as presented verbally.
  • Ability to review a process and suggest changes to improve efficacy or efficiency.
  • Strong organizational skills.
  • Ability to think critically regarding existing processes and new challenges that will be presented.
  • Knowledge or experience applying statutes, policies, and procedures.
  • Experience drafting and/or reviewing technical documents and agreements.
  • Knowledge of agency objectives, organization, structure and mission.
  • Ability to supervise others by assigning/directing work, conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations, etc.
  • Ability speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally.
Preference Qualifications:
  • Bachelor's degree or higher in natural resource management, public administration, or other related field.
  • 5 years or more supervisory experience.
  • The ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Ability to monitor and assess the performance of yourself, other individuals, and the organization and make appropriate improvements or take corrective actions.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.


Supplemental Information

  • Field activities may be performed requiring the employee to work outdoors, navigate uneven terrain and operate a variety of small tools/machines and work around mechanized equipment which require the use of special safety precautions.
  • If the position supports wildland fire in any capacity as a collateral duty, the incumbent must satisfy agency and NWCG standards for certification and acknowledge the risks associated with fire support.
  • Risks which require the use of special safety precautions and/or equipment, e.g., working around operating machines, working with contagious diseases or chemicals, etc.
  • Work may require limited physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching or similar activities and recurring lifting. The work may require specific but common physical characteristics and abilities such as lifting up to 50 pounds, above-average agility, and dexterity.
