Title: Special Projects Manager - Security

CHARACTERISTICS OF THE CLASS:

Under the direction of the Director of Security, is responsible for providing management of special large projects and initiatives that cross divisions, departments, regions and organizations. Provides continual review of all project activities. Responsible for overall quality and cost efficiency of projects. Responsible for selection and performance of outside contractors. Performs related duties as required.

EXAMPLES OF DUTIES:
  • Oversees the coordination of the Security Operations Center (SOC) and all information sharing mechanisms including RFIs, intelligence reports and FOIA triage.
  • Leads the planning and execution of complex, multi-faceted projects within the security department, from inception through completion, including the Active Alarm contract and CCTV systems district wide.
  • Develops and manage project scopes, objectives, budgets, timelines, and resources.
  • Provides professional management in all areas including administration, planning, and scheduling and security staff coordination.
  • Defines team roles and responsibilities.
  • Coordinates internal resources and third parties/vendors for the flawless execution of projects.
  • Creates and maintains comprehensive deliverable products, including project status reports, threat analysis, intelligence notes and security impact summaries.
  • Communicates effectively with stakeholders to provide regular updates on project status, deliverables, and challenges.
  • Conducts project evaluations and assessments of results, making data-driven recommendations for future improvements.
  • Oversees risk management and mitigation strategies to address potential challenges in project execution.
  • Coordinates and oversees concurrent projects involving a number of teams.
  • Serves as a security special project liaison to public, Chicago Park District Board of Commissioners, staff, executives, consultants, vendors and contractors.
  • Collaborates with community groups, partners, and participants to align project outcomes with community interests and needs.
  • Contributes to the strategic planning of the Security department, bringing forward innovative ideas and solutions.

MINIMUM QUALIFICATIONS:

Training and Experience:

Master's degree in business administration, Public Administration or a related field.

Knowledge, Skills and Abilities:

Knowledge of organization management principles and practices. Knowledge of marketing and sponsorships. Ability to build teams and motivate individuals across department and organization lines. Strong written and oral communication skills. Strong proposal development and proposal skills. Ability to interact effectively with high level business and non-profit officials. Ability to plan, prepare and control budget for extensive operations. Ability to lead negotiations for contracts. Ability to work effectively with construction and operations personnel with equipment and building issues.

PREFERRED QUALIFICATIONS:
Five years of experience managing an extensive public service or customer service, people intensive operation.
Experience in law enforcement.
