Liability Assessment Specialist - Hybrid
The Opportunity
The Regulatory Applications (RA) Branch, at the Alberta Energy Regulator (AER) is currently recruiting for a Specialist, Liability Assessment to join the Remediation and Contamination Management team. The Specialist, will be responsible for the evaluation of site-specific liability assessments under the Oil and Gas Conservation Rules, Brine-hosted Minerals Resource Development Rules and Geothermal Resource Development Rules. The Specialist will offer technical guidance and support across multiple teams, focusing on various liability programs, transfer applications, and security collection processes.
This role focuses on ensuring that complex sites such as gas processing plants, large facilities, and contaminated areas are accurately assessed and mitigated to reflect third-party costs associated with suspension, abandonment, remediation, reclamation, and long-term site care. This role plays a pivotal part in advancing the liability management framework and promoting comprehensive licensee assessments, thereby enabling the AER to effectively minimize both the scale and probability of potential liability risks to Albertans.
Your strong organizational and management skills will enable you balance multiple demands aimed at managing corporate liabilities. This includes conducting thorough evaluations of site-specific liability assessments and targeted compliance and enforcement actions.

What your day-to-day will look like:
- Conduct thorough audits of complex sites by reviewing site-specific liability assessments to enhance public and environmental protection and minimize the risk of legacy issues.
- Perform detailed reviews of cost estimates related to site-specific liability assessments for applications.
- Carry out any resulting compliance action based on legislative requirements.
- Identify gaps in the liability management programs and recommend changes to ensure the functionality of systems are consistent with the program objectives.
What we're looking for in you:
- Bachelor's degree in Science, Engineering, Environmental Sciences, or a related science discipline.
- 4+ years of progressive experience in the Oil and Gas Industry and Environmental Consulting, or 6+ years of regulatory experience as a specialist in applied science.
- Membership in one or more of the following associations is required: Alberta Institute of Agrologists (AIA), Alberta Society of Professional Biologists (ASPB), Association of Professional Engineers and Geoscientists of Alberta (APEGA).
- Comprehensive knowledge of Directive 001, 011, 088, 089, and 090 specific to liability assessments.
- Strong organizational, time and project management skills to effectively balance multiple demands.
- Excellent communication skills (written and verbal) and interpersonal skills with the ability to establish and maintain credibility across all levels of internal and external relationships.
- Class 5 driver's license is considered an asset.
