Specialist

International Development Group is actively seeking a Specialist who will support projects from implementation through closeout. This individual will support a varied portfolio of projects worldwide and will work under the guidance of a Manager to undertake various financial, contractual, management, administrative, and technical assistance tasks. For this position, IDG is seeking a detail-oriented, self-driven, and highly organized individual who takes ownership over assigned tasks, has strong problem-solving skills, seeks new challenges, and can manage multiple priorities in a fast-paced environment under tight deadlines. The Specialist reports to a Manager.

Duties/Responsibilities:

Operations

  • Provide support for ongoing international development and economic policy projects worldwide, assisting in overall project implementation award through project closeout.
  • Provide direct day-to-day support to field offices, including communicating and assisting with field-office requests and overseeing the field team's adherence to contract requirements and government regulations.
  • Prepare and review approval requests for project-related activities; monitor compliance with approval requests.
  • Coordinate financial aspects of the assigned projects by reviewing monthly invoices to ensure accuracy and compliance with contract provisions.
  • Take responsibility for monitoring monthly costs using project budget projections file and other budget monitoring tools, tracking contract expenditures against budget and total obligated funds.
  • Review and determine causes for variances to the budget and ensure that senior management is aware of the status of budget performance and driving factors.
  • Facilitate home and field office activities for assigned contracts and ensure effective and efficient coordination between the relevant offices.
  • Apply current U.S. and host country regulations and laws, as well as IDG policies and procedures to contract implementation.
  • Support recruiting of personnel as required.
  • Draft and monitor consultant and subcontractor contracts.
  • Prepare and review accrual, pipeline, and cost-to-complete reports for IDG and clients as necessary.
  • Contribute to project technical work, performance/progress monitoring, and project deliverables, including writing, critical reviews, and providing thoughtful comments, as needed.
  • Format project technical deliverables with the proper branding requirements established by the contract, upload to the DEC and/or properly archive in the home office filing system.


BusinessDevelopment
  • Lead and/or coordinate the production and submission of proposals, expressions of interest, and capabilities statements.
  • Take a leadership role in ensuring proposal compliance with RFP requirements and verifying consistency between technical and cost proposals.
  • Provide support for cost proposals, including serving as the cost assistant/budget preparer and preparing key cost inputs.
  • Serve in various supporting roles on proposal teams, engaging in one or more of the following: technical writing, technical research, cost proposal support, past performance writeups, corporate capabilities, resume formatting and/or reviewing, expatriate and local personnel recruitment, and managing communications with potential and selected subcontractors.
  • Assist in pre-RFP capture activities, including collecting preliminary documentation, participating in capture strategy meetings, conducting research, etc.
  • Support other ad hoc new business activities as requested.


Other Tasks
  • Engage in home office operations tasks from time-to-time, including developing and leading trainings on processes and policies, assisting with finance tasks for the Accounting Department, supporting the IDG communications team, etc.
  • Directly manage home office interns and mentor and train Project Coordinators.
  • Perform other duties as assigned by their supervisor.


Qualifications

  • A minimum of two years of professional work experience is required, including previous project coordination/management experience (operations, logistics, administrative support, budget management, preparing written deliverables, ensuring compliance, etc.); experience in international development or international affairs is preferred.
  • Bachelor's degree in a relevant field is required, a master's degree is strongly preferred in a relevant field which may include international development, economics, public administration, etc.
  • Technical interest and/or background (including academic coursework) in IDG areas of expertise strongly preferred: private sector development, international trade, monitoring and evaluation,
