This position requires advanced knowledge in construction quality activities such as civil, mechanical, and electrical. The position requires the application of knowledge gained from experience and expertise to perform the principal job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
The role provides services to manage the site quality program on the project. The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of providing our clients and the company with projects that comply with the quality requirements stipulated in our prime contracts.
Principal Job Duties & Responsibilities:
Review and quickly become familiar with the project technical requirements such as the prime contract, Quality Program Plan, and applicable codes, standards, and specifications
Develop, maintain, and implement the project quality plan and site quality manual
Provide quality input to purchase orders or subcontract bid documents
Assess the ability of the suppliers to meet the Quality requirements of the project
Develop and implement the project audit plan
Develop site-specific quality procedures as necessary to support the project
Implement appropriate quality training and certification programs
Establish manpower requirements and staff the Quality organization
Manage personnel and provide an environment for on-the-job training opportunities and timely performance feedback
Review and approve contractor quality programs and inspection and test plans submitted as part of their contract requirements; identify appropriate hold or witness points on inspection and test plans
Verify that project and construction execution is being monitored by regular surveillance, inspection and/or formal planned audits; ensure that quality reports/audit reports are issued to appropriate parties and that follow up occurs until closure
Identify non-conformances and verify effective corrective action
Determine the need for inspection tools and equipment and establish proper calibration parameters for these items
Ensure that construction Quality personnel coordinate with construction engineering to initiate timely analysis and resolution of identified discrepancies
Submit metrics information to site management for weekly or monthly reporting purposes
Interface with client representatives on questions, joint inspections/audits/efforts and issues related to audit findings and corrective actions
Attend weekly meetings with contractors to review any quality issues
Interact with site, functional and senior management team members to proactively identify and resolve quality concerns; develop and communicate opportunities for improvement; and resolve technical, procedural and contractual issues to ensure Client satisfaction of required compliance to construction work activities
Ensure that project quality records are completed, signed, and compiled as the work progresses to support turnover and record retention activities at the project site
Adhere to and support Health, Safety & Environmental, and Sustainability Policies
Maintain compliance with all applicable policies, procedures, and global standards
Stay current with technical developments in area of expertise through continuing education and be aware of changes to codes, standards, and specifications that may affect project work
Organize and prioritize multiple tasks in an effective and timely manner, set priorities, and
Other duties as assigned

Basic Job Requirements
Accredited two (2) or three (3) year Technical or Engineering Technology diploma or global equivalent in applicable field of study and fifteen (15) years of work-related experience or a combination of education and directly related experience equal to seventeen (17) years if there is no accreditation; some locations may have additional or different qualifications in order to comply with local regulations
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors and other stakeholders
Job related technical knowledge necessary to complete principal job duties and responsibilities
Ability to learn and apply knowledge of applicable local, state/province and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications
Ten (10) years of work experience with at least six (6) of those years having supervision or management experience
Have previous experience with U.S. Government contracts
Have previous experience in construction in a fast-paced response environment
