General Overview:
Government Contractor located has an immediate requirement for a Contracts Specialist, Bids & Proposals in our Newtown Square, PA or Norfolk, VA office reporting to the Director of Contracts & Procurement. The person hired for this position will interact with all levels within the Company and provide the corporate lead on bid and proposal pricing, including pricing related to: Requests for Proposal (RFPs), Requests for Quote (RFQs), GSA Schedule applications, Requests for Information (RFIs), Requests for Budgetary Estimate (RBEs), Best and Final Offers, etc. Applicant shall be familiar with preparing proposals and quotes as both the prime (for government customers) and as a subcontractor (for bids to teaming partners). Applicant shall be familiar with preparing bids on cost plus, fixed price, and T&M basis, and understanding the nuances among the various types. Prior work experience with Deltek ProPricer extremely desirable. Applicant should have working knowledge of the interaction between accounting/finance and contract requirements in a DoD environment, as well as a demonstrated ability to work as part of a team and use effective communication in daily interactions with internal stakeholders and external customers.
Duties and Responsibilities:
Prepare and review pricing proposals and quotations in response to government solicitations, RFPs, RFQs, and teaming partner requests.
Submission of proposals and bids to customer, including uploads via Seaport, PIEE, and DoD SAFE portals, as well as compilation and binding of hard copy submissions.
Work with Director of Contracts & Procurement as well as Program and Business Development staff to ensure timely and compliant submission of all bids.
Process data calls TO teaming partners on a timely basis, and make recommendations for allocation of overall workshare and pricing strategies.
Process data calls FROM teaming partners on a timely basis.
Provide labor mix analysis and market research for competitive pricing of proposals.
Review bids and quotes from technical divisions, and provide timely feedback to divisional POC regarding potential issues and non-compliances.
Ensure compliance with government pricing requirements and internal practices.
Lead weekly Bid Review Meeting.
Track and monitor progress of submitted bids through award.
Assist Finance and Accounting with proper contract set-up upon award based on bid structure.
Prepare and submit eCMRA reporting; including coordination with Subcontractors.
Prepare and submit semi-annual Small Business Subcontracting reports.
Any and all other duties as assigned.
Education, Work Experience, Certification/Licensure:
Bachelor's degree, preferably in finance, business or accounting
2-5 years Bid & Proposal Experience in a government contracting environment
Job Requirements:
Basic Qualifications:
Working knowledge of the interpretation and application of federal regulations (FAR, DFARS, Public Law)
Working knowledge of all contract types (CPFF, CPIF, CPAF, T&M, FFP, FFP-LOE, etc.)
Proficient in MS Office; Expert level Excel skills
Working knowledge of Purchasing systems and requirements, particularly within a DCMA-approved system environment
Ability to work in an extremely fast-paced environment
Ability to prioritize concurrent and/or conflicting tasks and deadlines
Knowledgeable of GovCon "best practices" with respect to pricing and proposals
Ability to effectively multi-task
Ability to work autonomously
Additional Qualifications:
Excellent oral and written communication skills
Knowledge of Deltek ProPricer proposal pricing software
Ability to obtain a security clearance
CFCM, CPCM, ICCM-D or similar certification desirable
