Join us as a Senior Engineering Manager, where you will play an instrumental role in establishing a Center of Excellence for managing Export Licensing across Aerospace Engineering. This position not only provides direct oversight of two Authorized Officers (AOs) but also involves matrix management responsibilities overseeing all license owners within the organization. You will collaborate closely with our Export Compliance organization, focusing on maintaining an exemplary compliance program in alignment with the U.S. Arms Export Control Act and Export Administration Regulations (EAR).
Key Responsibilities:
Leadership and People Management:
Directly manage two AOs, providing guidance, mentoring, and performance evaluations to cultivate a high-performing team.
Utilize matrix management to support and coordinate with license owners across various functional areas, fostering collaboration and ensuring adherence to compliance protocols.
Cultivate strong relationships with all program personnel, particularly Authorized Users, ensuring they are well-informed about export agreements and compliance requirements.
Coordinate and lead training sessions to enhance understanding of export regulations and improve operational compliance agency-wide.
Compliance Oversight:
Serve as the primary liaison with the Export team concerning export authorizations, understanding the scope of each authorization and any associated conditions.
Monitor compliance with technology control plans and proactively address any discrepancies or changes in project scope, engaging Export Compliance for necessary amendments.
Ensure all project personnel comply with applicable licensing conditions, assisting in the validation of recordkeeping requirements and reporting on any compliance issues.
Export Authorization Management:
Oversee the management of assigned Department of Commerce (DoC) Technology and Production Export Licenses, ensuring that all license submissions are made with accuracy and sufficient lead time (approximately 12-14 weeks) for U.S. Government approval.
Monitor and document the status of shipments under production licenses, ensuring compliance with the quantity and value requirements.
Facilitate communication with non-U.S. parties to obtain necessary signatures on export documentation, enabling compliance with license terms.
Documentation and Reporting:
Maintain meticulous records of all defense services provided and technical exchanges, presenting these records to Export Compliance quarterly.
Respond to inquiries from Export Compliance, preparing documentation and reports in support of compliance audits and investigations.
Proactively document, report, and address any compliance issues or potential violations by collaborating with exports to implement corrective actions.
Support for Compliance Audits:
Engage in export compliance audits, reviews, and assessments, providing necessary documentation and insights to ensure compliance effectiveness.
Collaborate with various functions, including Engineering, Customer Business Teams (CBT), Contracts, and Government Relations, to enhance compliance management processes and tools.
U.S. PERSON REQUIREMENTS
Due to compliance with U.S. export control laws and regulations, candidate must be a U.S. Person, which is defined as, a U.S. citizen, a U.S. permanent resident, or have protected status in the U.S. under asylum or refugee status.
Must Have:
Bachelor's Degree from an Accredited University in Engineering, Business
Proven experience in export compliance, preferably within a multinational corporation or U.S. defense contracting environment.
Strong communication skills, both written and verbal, with the ability to convey complex compliance information clearly.
Technical knowledge and program management experience, capable of overseeing engineering projects within compliance frameworks.
Due to US export control laws, must be a US citizen, permanent resident or have protected status and must be based out of a US or Puerto Rico location.
Skills:
Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and systems that support export licensing and compliance.
Familiarity with U.S. Trade Regulations and Government Contracting Regulations (e.g., Federal Acquisition Regulations).
Exceptional skills in collaboration, decision-making, and driving execution through indirect leadership.
