Senior Business Analyst with a strong background in requirements elicitation and quality assurance.

The incumbent will work closely with staff in the Massachusetts Registry of Vital Records and Statistics (RVRS) and the Project team (Project Manager, Database Architect and ETL Developer/s) on a four-year program that consists of multiple IT modernization projects. Each of the projects is expected to take between one and three years. Part of the IT modernization effort is a data cleanup project that aims to consolidate multiple heterogenous data sources into one, single Operational Data Store (ODS). The ODS be a highly standardized and normalized relational SQL database and become the single source of truth. Additionally, the Reportal project aims to plan, design, and implement a set of applications that become the go-to toolset for reporting and creating and managing data streams out of the ODS, and self-service of RVRS Data.

The position will report to the IT Program Manager. RVRS belongs to the Department of Public Health and is located Dorchester/Boston. While COVID restrictions are in place the incumbent will be able to work from home time in accordance with the Massachusetts Telework guidelines and policies. However, it is expected that the incumbent will be able to make it into the office in Dorchester on short notice when necessary or work from the office full time after COVID restrictions allow it.

Detailed List of Job Duties and Responsibilities:
The incumbent will conduct requirements gathering and analysis to understand and document the business rules that will drive the code development (ETL) for the consolidation and normalization of the data.
They will also Identify and document data sources and logic (rules) for new and existing reports for the Reportal project. At the same time, the incumbent will draft test plans together with the business and execute them to assure the quality of the data that has been converted.
The incumbent will also maintain a catalogue of functional requirements for the ODS and Reportal systems and build test strategies and test cases based on those.

Throughout the engagement the incumbent will report regularly on the progress of the following deliverables:

Maintain an inventory and Data Dictionary of all the current data sources
  • Maintain a repository of business rules for the data conversion and reports
  • Provide the Data Architect with the requirements that will drive the design of the ODS and Reportal
  • Coordinate and drive the Quality Assurance of the ODS and Reportal projects
  • Develop, coordinate and execute test plans with the project manager and the business users, to assure data quality
  • Develop test strategies, use cases, and test cases with the user community to assure functional correctness of data migration activities

Experience & Education:

Mandatory
  • +10 years working in a data centric environment IT
  • +5 years working as a Business/Systems Analyst, QA Analyst, Systems Architect or Data Architect.
  • Proven track record of previous engagements on enterprise-wide data migration and consolidation projects.
  • Strong analytical, communication, facilitation, presentation, and organizational skills.
  • Self-starter and able to work independently when necessary.
  • Strong background in SQL, MS Excel, MS Visio

Qualifications: Preferred skills/background:
  • +2 years working in a healthcare environment.
  • +2 working for a Government or State agency.
  • Familiarity with PMBOK or PMI certification (CAPM, PMP, PMI-ACP, PMI-PBA).
  • Familiarity with IIBA or IIBA certification (CCBA, CBAP).
  • Familiarity with ITIL or ITIL certification (Expert or Master).
