Sr. Legal & Compliance Analyst

We are searching for an experienced Sr. Legal & Compliance Analyst at our Anchorage AC 2525 Gambell STE 415 facility.

Primary Duties and Responsibilities:

The Senior Legal and Compliance Analyst will play a critical role in ensuring MTA and its subsidiaries' adherence to complex regulatory frameworks and legal standards. This position entails conducting comprehensive research on evolving national and state regulatory reforms and their implications, along with devising and recommending strategic policies to the executive team. The Analyst will be responsible for educating executives, senior management, regulatory personnel, employees, and customers on intricate regulatory statutes, regulations and orders. They will also be pivotal in drafting state and national regulatory policies, legislation and public comments, and ensuring compliance with FCC, USAC, RCA, and AECA regulations. This role requires, providing legal direction to attorneys and professional staff in a broad array of legal matters, including reviewing agreements.

Additionally, the Analyst will assist in overseeing legal compliance reporting, handle formal complaints from regulatory bodies and customers, and align service terms and conditions with corresponding MTA standard operating procedures. The position demands managing consultants and legal counsel efficiently, and delivering high-level advisory support to the VP of Legal, Regulatory, and Government Affairs. The Analyst will be directly involved in legal negotiations, drafting complex legal summaries and public comments, and ensuring that all legal and regulatory requirements are met with precision and in a timely manner. Other duties, aligned with the legal and regulatory framework, may be assigned as necessary, requiring a high level of adaptability and legal acumen.

SPECIFIC TASK DESCRIPTION
  • Tasked with researching current trends and potential changes in national and state regulatory reform and evaluating their impact on MTA and subsidiaries
  • Recommending strategies to the executive team for implementing regulatory policies favorable to MTA and subsidiaries
  • Responsible for assisting in the education of Executives, senior management, regulatory staff, MTA employees, and customers on the regulatory regulations and tariffs.
  • Participate in the development of state and national regulatory policies that support the interests of MTA and subsidiaries.
  • Involved in industry organizations committed to the ideals of MTA.
  • Assist to Ensure all Regulatory compliance reporting is accurate, complete, and filed on time with the FCC, USAC, RCA, AECA, and all other governmental organizations.
  • Assist in reviewing and coordinating the preparation of contracts and other legal documents.
  • Evaluate, draft and oversee product terms and conditions to ensure their precision and currency.
  • Provide administrative point of contact for telecommunications companies and for regulatory agencies.
  • Develop and implement policies and procedures, anticipating potential issues, and advising executive team members.
  • Assist with directing attorneys and professional staff and actively engage in the support of a comprehensive array of legal matters for MTA.
  • Assist with supporting the negotiation of rates with competitive providers seeking interconnection agreements
  • Assist with coordinating requests for space and power agreements and connecting carrier issues such as billing contracts.
  • Assist MTA operating departments with the implementation of competitive access agreements.
  • Assist with responding to formal complaints from regulatory agencies and customers.
  • Assist with managing the efforts of consultants and regulatory legal counsel in a cost effective manner.
  • Serves as a key advisor to the VP of Legal, Regulatory, and Govt. Affairs.

  • Required Qualifications:

    EDUCATION:
    • Juris Doctor degree required.

    WORK EXPERIENCE:
    • Minimum of 10-15 years of experience working in a regulatory agency at the professional staff level, with a deep understating of relevant laws and regulations.
    • Successful track record of managing regulatory affairs within the agency, balancing multiple priorities and deadlines in a dynamic and fast-passed environment.
    • Proven ability to handle multiple high-priority tasks simultaneously, effectively prioritizing and delegating responsibilities as needed.
    • Proven ability to oversee multiple projects from inception to completion meeting quality standards and deadlines.
    • Strong knowledge of regulatory process and procedures, including experience interacting with stakeholders and addressing their concerns.
    • Strong track record of fostering communication and collaboration across different departments to promote a cohesive and efficient work culture.
    • Experience in managing complex legal or regulatory issues, ensuring compliance with relevant laws and regulations.
    • Proficient in Microsoft Excel, Word, Access and Explorer.
    • Must be able to interpret Orders, Notices, and any other legal documents pertaining to job duties.
    • In-depth knowledge of telecommunication technologies and their application is highly desirable.
    • Must be willing and able to work flexible hours.
