ANNUAL SALARY RANGE: $93,564.00 - 155,940.00 (Salaries are paid biweekly)
ANNUAL ANTICIPATED HIRING RANGE: $120,000.00 - 130,000.00 (Salaries are paid biweekly)

Job Summary

The Senior Manager, Financial Operations leads and develops a high-performing team across Accounts Payable, Accounts Receivable, and Treasury. This role encompasses hiring, onboarding, and mentoring staff, while fostering an inclusive work environment. The Senior Manager ensures compliance with accounting, audit, and tax regulations, maintaining robust financial policies, procedures, and controls.

Key responsibilities include driving continuous improvement initiatives to enhance the quality, efficiency, and timeliness of financial transactions, implementing best practices and optimizing processes. The role includes monitoring performance through dashboards and analyzing key performance indicators (KPIs), collaborating with City departments to streamline operations, and overseeing cash management, investments, and financial planning.

Additionally, the Senior Manager develops strategic solutions for secure cash handling, vendor partnerships, and emerging technologies. They also represent financial operations in City meetings and provide insightful financial analysis to inform stakeholder decision-making.

Essential Duties and Responsibilities

  • Team Leadership:
    • Hire, onboard, and develop personnel in Accounts Payable, Accounts Receivable, and Treasury.
    • Provide coaching and mentorship, fostering a high-performance and inclusive work environment.
  • Policy and Compliance:
    • Develop and maintain financial policies, procedures, and controls.
    • Ensure compliance with accounting, audit, and tax standards, updating internal controls as needed.
  • Continuous Improvement:
    • Drive initiatives to improve quality, efficiency, and timeliness of financial transactions.
    • Implement best practices to meet service level targets and optimize processes.
  • Performance Monitoring:
    • Create dashboards to track key performance indicators (KPIs) for financial operations.
    • Analyze metrics to identify trends and opportunities for improvement.
  • Collaboration and Process Optimization:
    • Work with City departments to enhance processes like requisition to payment, billing to cash receipt, and vendor management.
    • Collaborate on strategies for investment optimization and financing projects.
  • Financial Oversight:
    • Oversee cash management, investments, and financial planning for the City.
    • Ensure accurate and timely financial reporting.
  • Strategic Solutions:
    • Implement innovative solutions for secure cash handling and vendor partnerships.
    • Evaluate emerging technologies to improve financial operations.
  • Stakeholder Engagement:
    • Represent financial operations in City meetings and communicate financial insights effectively.

  • Strong public speaking skills, including to governing boards.

Required Qualifications

MinimumPreferred

College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees
Bachelor's degree in Finance or Accounting

Associates / Bachelor's degree or other specialized skill training / certification may be required in some positions
Master's in Business Administration (MBA) or related field

Experience Requirements
  • Five (5) years of supervisory/management experience and analysis and preparation of financial statements, including balance sheet, income statement, and monthly management reporting or equivalent combination of education and experience.
