The Metro Transit Police Department (MTPD) is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.

The Senior Physical Security Specialist is responsible for conducting and overseeing physical security risk vulnerability inspections and reviewing facility designs. The incumbent develops and executes physical security standards and procedures and aligns them with the current physical security program which includes contract security and WMATA security personnel. The Sr. Security Specialist provides technical support for camera systems and electronic access control systems. The Sr. Security Specialist oversees the security guard contract as well as acts as the project manager and COTR for numerous other security related contracts .

The Metro Transit Police Department has tristate jurisdiction and operates in the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. The Sr. Physical Security Specialist offers a competitive starting annual salary of $89,300. Those who are eligible may receive a higher starting salary up to $151K depending on years of experience and qualifications.   • This position requires onsite/in person work Monday-Friday.
  • The candidate should have extensive knowledge of physical security principles and systems, such as access control and video management systems, as well as an understanding of Crime Prevention Through Environmental Design.
  • The candidate should have experience with managing physical security contracts and working directly with security management and companies.
  • The security at WMATA is a 24/7 operation, therefore the candidate should have flexibility with their schedule and know that it may require extra or unscheduled hours of work.

MINIMUM QUALIFICATIONS

Minimum Education
  • A Bachelor's degree in Physical Security, Law Enforcement or related field
  • In lieu of a Bachelor's degree, a High School Diploma or GED and four (4) additional years of experience in Security or Law Enforcement may be considered.

Minimum Experience
  • A minimum of seven (7) years of experience in Security or Law Enforcement

Minimum Certification/Licensure

Possession of a valid Driver's License or acquire one within 60 days from hire date and maintain it while in this job.

Preferred Qualifications
  • Experience serving as a Contract Officer Technical Representative in federal or local government contracts relating to security functions.
  • Experience with Project Management.
  • Certified Protection Professional with American Society for Industrial Security International.
  • Physical Security Professional with American Society for Industrial Security International

SUMMARY

The Sr. Physical Security Specialist provides technical support for camera systems and electronic access control systems. The Sr. Physical Security Specialist oversees the security contract as well as acts as the project manager for numerous other security related contracts.

ESSENTIAL FUNCTIONS
  • Conducts and oversees all physical security inspections and surveys, as well as other related activities in compliance with current policy, directives and regulations.
  • Reviews all Threat and Vulnerability Assessments that are conducted. Identifies and recommends all necessary changes and actions to be taken to mitigate them.
  • Develops and coordinates physical security and crime prevention programs, aligning them with the security personnel at all WMATA locations.
  • Conducts, reviews and provides necessary updates to all security post orders and procedures.
  • Prepares and facilitates security and safety awareness training for WMATA personnel.
  • Inspects WMATA facilities and ensures that physical security standards are met.
  • Oversees the preventative maintenance inspections of WMATA security equipment and systems. Submits repair requests and conducts follow up inspections to ensure repairs are satisfactorily completed.
  • Assists in the review of construction plans to ensure that physical security measures and access control technologies are properly incorporated into all plans. Ensures that all security measures comply with the standards outlined in Crime Prevention through Environmental Design as well as WMATA's Manual of Design Criteria.
  • Visits WMATA construction sites to inspect buildings and grounds to ensure that sufficient and appropriate security technologies are installed and deployed in compliance with plans, policies and regulations.
  • Conducts security procedures training for WMATA Special Police Officers and Contract Security Officers.
  • Manages, and acts as the Contract Officer Technical Representative for the physical security contracts as well as other security related initiatives.
  • Reviews and analyzes current and proposed physical security technologies to ensure that the most up to date technologies are incorporated into the design of new and rebuilt facilities. Coordinates with Digital Modernization Cybersecurity regarding these technologies.

Other Duties
  • Mentors and provides guidance and direction to Physical Security Specialists.
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
