Overview
To develop, implement, improve, and manage assigned programs. In addition to the Program Manager II duties, the Senior Program Manager is a leadership role, has a higher level of education/experience, more autonomy, exercises independent judgment, and provides coaching and guidance to less experienced program managers.

Education and Experience
Bachelor's degree and at least five (5) years of relevant project
management experience required. In lieu of a degree, a minimum of
eight (8) years of relevant experience to include a minimum of five (5)
years project management experience will be considered. Experience
managing multiple complex projects with teams of 10 or more.
Experience in health plan environment preferred.
Special Skills, Licenses and Certifications
Strong communication skills, both verbal and written, to interpret and
articulate program requirements to involved stakeholders. Exceptional
interpersonal and customer service skills. Strong
networking/relationship building skills, able to positively influence and
create buy-in across groups, and maintains effective working
relationships across all levels within the organization. Detail-oriented.
Strong organization skills with ability to prioritize assignments and
manage time effectively. Strong decision-making, problem solving,
critical thinking skills. Able to work under pressure and meet critical
deadlines in a fast-moving environment. Adaptable to a continuous
changing environment. Working knowledge of project management
methodologies required. Proficient experience in use of various
computer system software including Windows, Microsoft Word, Excel,
Outlook, Visio, and PowerPoint. Valid California driver's license and
proof of current automobile insurance compliant with Partnership
policy are required to operate a vehicle and travel for company
business.
Performance Based Competencies
Must be able to work in a fast-paced environment and maintain
courtesy and composure when dealing with internal and external
customers. Ability to function effectively with frequent interruptions
and direction from multiple team members.
Work Environment And Physical Demands
More than 50% of work time is spent using a desktop computer. When
necessary, the ability to lift, carry, or move objects of varying size,
weighing up to 10 lbs.

Responsibilities
- Oversees the tracking of tasks, timelines, and resources necessary to meet department objectives.
- Reviews program data accuracy, completeness, and required submissions.
- Manages and provides supervisory support for programs involving departmental and external stakeholders.
- Manages program budget(s).
- Monitors system level reports developed for programs. Summarizes observations and conclusions to make recommendations to leadership.
- Provides day-to-day management of reporting including research, business and financial analysis, problem solving, issue tracking, and resolution.
- Attends program meetings and ensures follows-up with stakeholders on outstanding deliverables and action items is complete.
- Oversees the planning, coordination and facilitation of events, conferences and webinars.
- Develops and publishes agendas, meeting minutes, and necessary documentation.
- Facilitates and leads both internal and external meetings.
- Develops and publishes communication/updates to program stakeholders.
- Oversees the development of stakeholder reports on defined schedule.
- Communicates program outcomes and potential risks to all levels of leadership.
- Identifies and actively manages program issues by elevating to leadership appropriately to mitigate risks in a timely manner.
- Oversees the successful implementation of new and assigned programs and their associated processes.
- Utilizes improvement and program management expertise to ensure programs deliver outcomes that continuously meet business and stakeholder needs.
- Develops and implements strategies to engage stakeholders.
- May supervise and provide guidance to staff as assigned.
- Provides daily support and coaching to program coordinators and partners.
- Utilizes established software, tools, and resources needed for program execution and oversight.
- Utilizes online collaboration applications.
- Leads user demos, trainings and setup as needed.
- Ensures maintenance of documentation per department specifications.
- Other duties as assigned.
