We are looking for an exceptional and seasoned Sr. Project Manager to support the Office of Chief Information Office (OCIO) within Office of Personnel Management (OPM). This individual will perform agile project and operations management activities for complex, high profile programs, projects, and operations, working with cross-functional IT management teams and product owners to deliver business solutions; and to provide expert guidance and expertise to self-organizing teams in the areas of agile/iterative planning, agile execution techniques, and cross-team coordination.

Project manager responsibilities:
Manage a set of cross functional teams performing IT investment management, IT portfolio management, Technology Business Management (TBM), IT policy management, and software asset management for the OCIO; and business process reengineering for the OCIO's resource management office (RMO) that provides budgeting, procurement, human resources management, and administration services.
Performing agile project management and operations activities including planning, execution, tracking and reporting.
Coordinate internal resources for the flawless execution of multiple projects and operations.
Ensure that all projects and initiatives are delivered on-time, within scope and within budget.
Assist in the definition of project scope and objectives, involving all relevant internal stakeholders and ensuring technical feasibility.
Develop a detailed project plan to monitor and track progress, manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
Measure performance using appropriate project management tools and techniques and report and escalate to management as needed.
Manage the relationship with the client and relevant stakeholders and perform risk management to minimize potential risks.
Create and maintain comprehensive project and operations documentation.
Meet with clients to take detailed ordering briefs and clarify specific requirements of each project.
Delegate project tasks based on staff members' individual strengths, skill sets, and experience levels.
Track project performance, specifically to analyze the successful completion of short and long-term goals.
Meet budgetary objectives and adjust project and operations constraints based on financial analysis.
Develop comprehensive project plans to be shared with clients as well as other staff members.

Required Skills and Experience:
Project Management Professional (PMP) or PMI-ACP or SAFe Certification
6-10 years of proven working experience in project management
10 years of Capital Planning Investment Control (CPIC), IT Portfolio Management and IT Governance working experience
TBM, Federal Budgeting and Financial Analysis experience
Business process reengineering or business analysis experience
Excellent client-facing and internal communication skills
Excellent written and verbal communication skills
Solid organizational skills including attention to detail and multitasking skills
Strong working knowledge of Microsoft Office
Bachelor's Degree in appropriate field of study or equivalent work experience
Experience with project management software tools such as Azure DevOps (ADO)
