Under the general direction of the Executive Director and Deputy Executive Director, the Staff Services Manager II (SSMII) functions as the manager in charge of the California Capital Access (CalCAP) program. The SSMII manages subordinate managers, professional analytical, and clerical staff in the implementation, administration, compliance, and reporting for CalCAP's complex financing programs, including but not limited to the CalCAP Small Business, Collateral Support, CARB, Americans with Disabilities (ADA), Seismic Safety Financing, and other Programs. Travel is required. Should the need arise the SSMII would act in the Executive Director and/or Deputy Executive Director's stead.

Department Information The California Pollution Control Financing Authority (CPCFA) has been providing low-cost innovative financing to California businesses since 1972 with an objective of making California more economically prosperous and environmentally clean. CPCFA is committed to promoting access to capital through the delivery of financing options to California business and environmental industries by being the driving force of public and private partnerships, a leader in offering customized risk mitigation tools and at the forefront of projects that protect and restore the environment. CPCFA partners with sister state agencies to achieve the State's environmental policy objectives by administering high-impact financing programs designed to assist regulated entities and other stakeholders with accessing private capital. As a government agency that issues tax-exempt private activity bonds, CPCFA can facilitate low cost financing to qualified waste and recycling projects, and other projects to control pollution and improve water supply.

CPCFA also administers the California Capital Access Program (CalCAP), which encourages financial institutions to make loans to small businesses and provides for specialty programs targeted toward building an improved infrastructure for zero- and partial-emission vehicles and helping small businesses comply with the federal Americans With Disabilities Act.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience working with a variety of public/private partnership financing mechanisms.
  • Demonstrated experience in Authority Board meeting administration.
  • Successful track record of navigating state administrative processes to accomplish goals, including personnel administration, the budget process, contracting, regulatory development, interagency agreements, accounting, and audits.
  • Demonstrated success with complex project management, oversight of multiple complex programs, delegation, assignment of resources, and communicating and coordinating with direct and indirect stakeholders.
  • Ability to produce high-quality deliverables under pressure, on short timeframes.
  • Strong track record of supervision and personnel management including hiring, staff retention, training, coaching, organization capacity building, and team leadership.
  • Experience effectively representing and acting on behalf of an entity in politically complex situations.
  • Strong oral and written communication skills, including presentations before elected and appointed decision-makers in the public and private sectors.
  • Demonstration of good judgement, initiative-taking, tact, diplomacy, and interpersonal skills.
  • Ability to quickly gain mastery of a new subject or industry.
