Job Summary / Purpose
Golden Pass LNG is seeking a Static Equipment engineer to join our Engineering team. This role reports to the Integrity Engineering Supervisor and will support the Golden Pass Pipeline, Export / Import Terminal and Plant Facilities. Work location is Beaumont / Sabine Pass based on work demands and activities. The role involves working with Projects teams and Maintenance/Operations to achieve the following:
Responsibilities
Leadership and Strategic Priorities
Setting a strategic vision for static equipment integrity program which will relentlessly pursue a reduction in unscheduled loss events and equipment failures and inspire support across functions. Implement and apply PDRR (Prevent, Detect, Respond, and Recover) framework and support organization on applications of reliability. Facilitate and lead a culture of asset ownership and proactive static equipment integrity focus. Work with engineering team to build out and then steward KPIs with Benchmarks and Targets to define metrics for static equipment success. In context of static equipment scopes, support RCFA and Bad Actor program stewardship and reporting, as well as action development, RBWS and closure plans. Ensure timely ALT visibility of reliability/availability risks and impact (e.g., list of open or overdue ES tasks/PM's with risks)
Scope and Drive Integrity Projects - Support Integrity and Projects team on the following (could be some or all these items):
Arrange discussions with engineers and maintenance personnel to ensure a complete scope of supply is written in a clear and concise manner and applies engineering principles to ensure deliverables and results are useful and retained for future reference. Gather appropriate Company specifications to include in the SoW. Develop tables and templates for ease of communication. Review quality manual and ensure Vendor deliverables comply and handover to inspections group to put into Asset Management Software Complete redline markups for the SoW or to issue Management of Change requests. Work with procurement to issue Purchase Orders / Contract Once PO/contract is awarded perform Cost Stewardship (invoices paid, outstanding work and communicate accruals). Support Maintenance in the oversight of integrity inspection contractors or other contractors completing static equipment scopes of work. Check reports and analysis for quality, thoroughness, and alignment with recommendations. Evaluate contractor performance and to communicate to management improvement opportunities or emerging issues. Perform frequent visits as required to steward progress and performance of contractors. Assist in writing Facility Integrity Manuals. Some will be independent, and some will be working with our shareholder SMEs to write the manuals. Support all functions completing modifications (MOC) to the facility fixed equipment, etc. in evaluation of impacts of the changes on the plant and pipelines (regulatory requirement, modification issues, design changes, operational concerns, etc.). Ensure the MOC is clear and has the appropriate information supplied for reviewers across the Company. Provide input (quality checks, contractor analysis reviews, etc.) to operations, maintenance, or project activities completing modifications to these facilities. Coordinate with Projects, Operations, and Maintenance teams to ensure that appropriate documentation is completed and maintained per applicable regulatory and Golden Pass requirements. Provide day to day support for Project, Maintenance, and Operations teams for evaluation of different materials and impacts of certain processes / chemicals on those materials as part of changes / optimizations. Support Operations, Maintenance, and Projects in ensuring facility modifications and adjustments comply with all applicable regulatory, industry, and company codes / specification. Participate in Process HAZID and HAZOP analysis as needed
Day to Day Responsibilities
Responsible for development and monitoring of Facility Fixed Equipment strategies, implementing inspections, selecting appropriate NDE technologies, identifying appropriate mitigation / management strategies for issues, and completion of ad-hoc analysis as required by ongoing facility monitoring. Provide static equipment engineering support to daily plant operations (e.g. modifications, upgrades, repairs, maintenance, new construction and applications). Support pipeline stress analysis as required (project/construction activities, road crossings, pipeline crossings, etc.) Provide engineering support for projects and maintenance including welding procedures, material selections, determination of required hydrostatic test pressures, MOP/MAOP calculations, evaluation of defects and recommend appropriate repairs. Evaluate loads, perform stress analysis/design verifications, and perform fitness-for-service assessments of static equipment, and advise Operations on residual risk, testing programs and equipment strategies. Develop repair and/or mitigation programs as required. Complete required material selection, review of contractor material recommendations, coordination of compatibility reviews, and development of chemical qualification testing to support ongoing operations, maintenance, or projects activities in the facility. Responsible for coordinating analysis of any issues identified during inspection programs and development of mitigation / management plans with respect to materials issues (corrosion, cracking, etc.). Write, review, and update equipment strategies in accordance with company procedures and based on inspection data. Write, review, and update integrity management manuals based on continuous learning and inspection data. Steward implementation of inspection data into integrity management software program Review NDT procedures to ensure compliance with company specifications and necessary industry standards pertaining to piping, pressure vessels, and tanks. Collect data for regulatory reports, key performance indicators, engineering surveillance health monitoring tasks. Steward and carry out failure analysis, laboratory testing, engineer critical assessments, etc. Responsible for ensuring regulatory compliance for static equipment scope through interface with Operations, Maintenance, Regulatory, and Legal Functions. Develop repair work packages for routine and non-routine repairs. Assess inspection findings and provide condition and probability recommendations following Company standards. Lead root cause failure analyses following incidents involving static equipment failures. Provide advice / guidance on the application of various industry codes and standards (e.g. ASME, API) and assessment methods. Support long range planning and repair prioritization initiatives as they relate to the site's Static Equipment Integrity Management program. Mentor and guide other engineers in the areas of static equipment engineering and integrity management.

- Static Equipment Integrity Scopes and Projects - Define the scope of inspections, evaluate/select NDE technology, support the inspection, and develop remediation scope of work from the inspection report. This individual will prepare and review technical and commercial scope of work (SoW) or scope of supply for obtaining bids or to go through a technical bid evaluation. Evaluate static equipment designs and perform stress analysis.

Minimum education required of the position
- Bachelor's Degree in Mechanical, Materials, or Metallurgical Engineering or a related field of study.
Minimum experience required of the position.
- Minimum of ten years of experience in a position dealing with static equipment engineering or closely-related professional engineering experience in the oil and gas industry, ideally with LNG experience.
Minimum knowledge, skills and abilities required of the position.
Technical Skills
- Working knowledge of codes, standards and practices and their application (e.g. ASME B31.8, ASME B31.3, API, PHMSA, etc.).
- Experience with PHMSA Integrity Management Program, Direct Assessment, Defect Assessment, and Training/Operator Qualification requirements (esp. Gas Transmission Pipeline experience).
- Relevant knowledge and experience in the following:
- Atmospheric and Pressurized Storage Tanks
- Pressure Vessels
- Piping and Valve Systems (including Pressure Safety Valves)

- Previous experience in equipment strategy and maintenance plan development, stewardship, and optimization
- Demonstrated ability to leverage life cycle cost analysis tools, including selection of critical-to-quality variables, sources of data, etc. to guide selection of competing options to resolve reliability or performance issues on equipment.
- Demonstrated ability to use data from systems such as SAP, PI, SCADA, etc. to enable more advanced optimization of work scope, cost/benefit, frequency, etc.
- Strong computer skills, including MS Office - Excel, Word, PowerPoint, and Outlook.
- Ability to learn new software related to centralized maintenance management system, integrity management systems, pulling data from historians, management of change software, etc.
- Demonstrated ability to use emerging technologies to drive continuous improvement.
- Exposure/understanding of the cryogenic natural gas processing, with preference in LNG; however, NGL or other hydrocarbon processing experience may be acceptable. Working knowledge of petrochemical industry practices for safety and permit to work.
