General Position Summary
General Position Summary:

Under the direction of the of the City Engineer, performs a variety of technical and administrative tasks to support and coordinate compliance with the Municipal Stormwater National Pollutant Discharge Elimination System (NPDES) Phase II Program which governs stormwater permits, discharges and related environmental regulatory requirements. Manages and oversees City stormwater capital projects and grant compliance. Coordinates and assists in development review of stormwater requirements and implementation. Inspects sites and enforces private facilities compliance with the NPDES permit. Identifies problems and coordinates with contractors, operations staff, and engineers to correct them.

Job Scope:

This position involves routine work situations. The incumbent operates from established and well-known procedures. The position involves a moderately high degree of complexity in coordinating complex projects, and in knowing and applying various codes and regulations to specific projects. The Stormwater Program Coordinator operates independently, under a minimal degree of supervision where work is occasionally verified by a supervisor. Errors in work and judgment could have substantial impact on project costs and public safety, and could put the city at risk of serious financial liability.

Supervisory Responsibility:

This is not currently a supervisory position.

Interpersonal Contacts:

This position involves frequent communication with others both inside and outside the city. Internal contacts are made both within the Public Works Department, as well as with other departments and locations. External contacts are made with various engineers, contractors, work crews and the general public. Contacts are usually made on the incumbent's own initiative. These contacts frequently contain discussion about confidential or sensitive matters, necessitating discretion at all times. The majority of contacts occur in person but may also be by phone or email.

Job Conditions:

The normal working hours for the Stormwater Program Coordinator are 8:00 am to 4:30 pm, Monday through Friday. The incumbent will work in both inside and outside environments. Overtime may be required for projects that may occur after hours. The incumbent may experience daily exposure to high noise levels, extreme temperatures, work around machinery and high traffic, harmful gasses and fumes, and confined spaces. Extensive computer work is required, including clerical work such as typing, filing, data entry, and report writing. This position is responsible for the various city resources under his or her control. A city vehicle will be provided for this position.
Essential Functions
Essential Functions/Major Responsibilities:
  • Compile data for quarterly and annual reports to ensure the City stays in compliance with NPDES Phase II Permit requirements.
  • Conduct inspections and coordinate enforcement for the Illicit Discharge Detection & Elimination Program (IDDE).
  • Ensures compliance with the NPDES permit for all inspection records, sampling reports, notice of compliance, and written correspondence.
  • Respond to, investigate, and resolve complex or emergency water quality events, either individually or collaboratively with operations and maintenance personnel and Washing Department of Ecology as needed.
  • Assists with the development and implementation programs associated with the NPDES permit, including any training of City Staff.
  • Assists in review of public capital projects and private development/building applications and plans for compliance with codes, regulations, and standards.
  • Ensures stormwater GIS layers and databases are kept up to date and meet NPDES permit requirements for tracking.
  • Collaborative coordination with operations staff to ensure permit compliance and a positive working environment.
  • Support management of surface water quality grants and grant administration.
  • Manage City stormwater capital improvement projects.
  • Conduct field inspections of private facilities and ensures proper coordination with owners, including enforcement.
  • Provide public outreach and education to the local community and targeted groups regarding stormwater pollution prevention, maintenance of stormwater facilities and BMPs and solicit input as appropriate.
  • Ensure the implementation of, and update when necessary, practices, policies and procedures to reduce impacts associated with runoff from all lands owned or maintained by the city (Stormwater Management Plan (SWMP) & Stormwater Pollution Prevention Plan (SWPPP)
  • Ensure all underground injection control (UIC) infrastructure are registered
  • Responds to stormwater complaints and formulates recommendations with staff for resolving issues.
  • Provide technical and professional engineering support services relative to the area of stormwater; provides assistance to construction inspectors; reviews as-built plans to ensure compliance with original plans and specifications. Coordinate with developers, engineers, and utility maintenance staff to ensure that proper codes and regulations are followed relative to stormwater and erosion control projects.
  • Coordinate and chair various meetings including but not limited to; pre-construction meetings, on site construction meetings, bid openings, and interviews for professional services.
  • Attend governmental and other appropriate committee/partner meetings related to stormwater and erosion control.

Secondary Functions:
  • Maintain the Stormwater page on the City of Washougal website. Keep all documents up to date and relevant.
  • Assist in public stormwater facility inspection as needed.
  • Assist City Engineer in updating the City's Stormwater specifications and details as needed.
  • Represent the City at City Council meetings, and other public meetings as necessary.
  • Assist all City utility divisions with permit coordination, as needed.

Education and Experience

Certifications Must be Attained Within the First Six Months of Employment

  • Two-year technical or college coursework in drafting, construction technology, computer-aided-design (CAD), engineering technology, civil engineering, environmental science or a closely related field. Bachelor's Degree with major coursework in civil engineering or other related field.
  • A minimum of two (2) years of related stormwater management or closely related experience.
  • First Aid/CPR certified or ability to obtain within 1 year
  • Follow/adhere to all City policies and procedures, and safety program regulations and requirements
  • Blood Born Pathogens training
  • Possession of or ability to obtain a Certified Erosion and Sediment Control Lead (CESCL) certificate.
