The Department of Procurement Services is growing. We are searching for highly qualified candidates for the position of Strategic Contract Manager. The incumbent will join a team that has earned the prestigious Achievement of Excellence in Procurement (AEP) Award from the National Procurement Institute and continues to implement best practices that will have a major positive impact on the City of Richmond and the improvement of the department. The Strategic Contract Manager will be responsible for analyzing pricing data received from offerors in response to Requests for Proposals and Invitations for Bids and other solicitations, developing pricing and cost strategies, and ensuring that the contracts are competitive in the market. This role involves collaborating within the Department of Procurement Services and with agencies throughout the City of Richmond to optimize contract pricing. Your role will also consist of assisting with the implementation of strategic pricing adjustments, as well as training. In addition to pricing support, the Strategic Contract Manager will implement additional contracting approaches that better serve the City's needs based on contractor and customer risk sharing frameworks.
This position is Unclassified and serves at the will of the Appointing Authority.

Duties include but are not limited to
- Analyzing market trends, competitor pricing, proposed prices, and forecast trends
- Analyzing and evaluating cost proposal schedules, cost models and cost narratives based on RFP/IFB requirements using a wide range of estimating techniques (e.g., historical data, statistical techniques, etc.)
- Supporting internal agencies with reports, budgets, and ROI analysis.
- Preparing and presenting pricing analysis findings and providing cost recommendations to stakeholders
- Providing guidance to agencies and procurement analysts on proposal package
- Assisting contract administrators with vendor price requests to ensure they align with the contractual terms and all necessary internal approvals are obtained before implementation
- Tracking the impact on price increases on renewal rates.
- Providing support and training to teams on pricing and processes, tools, and best practices.
- Creating and maintaining Standard Operating Procedures (SOPs)
- Evaluating and improving contracting methodologies used in DPS.
Qualifications, Special Certifications and Licenses
Knowledge, Skills and Abilities:
- Experience: Relevant experience in pricing and contract management required.
- Contract Review: Experience in reviewing and interpreting contracts and agreements. Ability to draft contract schedules preferred.
- Leadership: Ability to work independently with minimal supervision, manage conflicting priorities, and meet deadlines.
- Software Skills: Proficiency with ERP systems, spreadsheet applications (Microsoft Excel), and DocuSign preferred.
- Attention to Detail: High level of accuracy in reviewing contracts, pricing, and vendor data.
- Analytical Skills: Strong analytical and quantitative skills to analyze complex data, financial impact, and market trends.
- Record-Keeping: Proficiency in maintaining accurate and organized records and documentation.
- Organizational Skills: Detail-oriented with demonstrated ability to manage multiple projects simultaneously.
- Communication Skills: Excellent verbal and written communication skills to convey detailed information and processes with all levels of the organization and vendors.
- Collaboration: Ability to work collaboratively in a team environment.
- Customer Service: Ability to gather feedback, display a sense of urgency, make recommendations, follow-up, and follow through to deliver timely solution.
- Accuracy: Demonstrated capability to handle tasks with a high degree of accuracy, ensuring all aspects of transactions and communications are correct
Minimum Training and Experience:
- Bachelor's degree in business or public administration, or field related to assignment
- Five years of experience in strategic pricing and contracting preferred
- Master's degree in business, public administration, or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Certified Public Purchasing Buyer (CPPB) and/or Certified Purchasing Manager (CPM) and/or Virginia Contracting Officer (VCO) certification is preferred
