Position Overview
Under the direction of the Director of Strategic Initiatives, plan and coordinate the development of Montgomery County's strategic and long-range goals and policies. Communicate and work to implement those goals and policies through federal, state, and regional partnerships and coordination. Develop annual plans, strategies, and accountability metrics. Represent Montgomery County interests with state, regional, and local government policy staff. Represent Montgomery County interests with national and state interest groups affecting federal, state, and regional laws and policies that impact Montgomery County. Represent Montgomery County at meetings with Metro, various jurisdictions, agencies and the public in matters related to Montgomery County policies, environmental plans and efforts. Work with the Montgomery County Departments, analyze and implement performance-based planning and related policies, procedures and projects, both for the agency and the County at large.
Summary of Job Duties
Assist in developing the annual "Strategic Plan" process. Coordinates and provides on-going direction, support, and guidance to Strategic Performance, relative to the major function of Project Management. Applies LEAN concepts and continuous improvement as part of the strategic planning.
Provides coordination, coaching and direction of the strategic initiatives to all Departments and Offices. Works with the BCC and Departments/Offices to plan County strategy and create County Dashboard, including appropriate changes, updates and meaningful metrics. Coaches Departments/ Offices in selecting targets, metrics, and deliverables.
Directs, oversees, supervises and evaluates operations and programs related to the County's strategic initiatives, as assigned by the Director.
Identifies and develops solutions to complex problems in consultation with the Director.
Exercises independent judgment within broad policy guidelines; encourages new ideas and collaborative approaches to solving problems.
Directs, coaches and trains staff, and evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, budgets, technical issues, quality standards, and services.
Meets with citizens and community groups to receive input into long- and short-range plans for County services and resolve citizen concerns.
Supports the relationship between the County and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; promotes the County goals and priorities and complies with all County policies and procedures.
Maintains absolute confidentiality of work-related issues and County information; performs other duties as required or assigned.
Minimum Qualifications and Requirements
Bachelor degree in Public/Business administration or related field with 3 years of relevant professional experience in process improvement/project management. Prefer Six Sigma certification. -OR- Equivalent Of Minimum Class Qualifications For Employment Noted Above.
Driving Requirement: Must have current valid driver's license with acceptable driving record.
Supplemental Information
Obtain Six Sigma green belt and complete Lean certification training within 2 years of hire.

pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.
Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
