The Strategic Procurement & Contracts Specialist is responsible for overseeing the procurement and contracting functions for the hospital, ensuring compliance with Ontario government procurement regulations. This includes the adherence of the Broader Public Sector (BPS) Procurement Directive, the Canada Free Trade Agreement (CFTA), the Canadian-European Comprehensive Economic Trade Agreement (CETA), the Building Ontario Businesses Initiative (BOBI) and Modern Slavery Bill (S-211).

This position plays a key role in strategic sourcing, contract negotiation, vendor management, and procurement compliance to ensure fair, transparent, and cost-effective purchasing in alignment with the hospital's operational needs.

The Specialist seeks new ways to reduce costs, improve efficiencies and maintain high standards of product, service, and supplier quality.

Duties:
  • Oversee strategic procurement and contract management, ensuring alignment with organizational goals and compliance with relevant legislation.
  • Maintain procurement templates and documentation in accordance with legislation
  • Assist in development of RFP stakeholders' requirements and specifications as required
  • Manage contract negotiation, governance, ensuring supplier meetings and business agreements are executed in accordance with policy.
  • Identify opportunities to review on-contract spend to enhance procurement efficiency.
  • Able to address expiring contracts, slow moving inventory and single item vendors in the warehouse to ensure cost savings
  • Maintain a strong relationship with vendors, ensuring on-time delivery and quality of goods and services.
  • Evaluate and monitor vendor performance to ensure compliance to contract terms.
  • Develop and maintain positive relationships with vendors, addressing issues proactively to ensure smooth operations..
  • Conduct vendor assessments and due diligence, evaluating capabilities, reliability, and adherence to regulations.
  • Support vendor selection and onboarding processes, ensuring all documentation is complete and compliance standards are met.
  • Assist in the selection of vendors based on specific requirements.
  • Collaborating with cross-functional teams to ensure smooth integration of vendors.
  • Responsible for continuous vendor performance monitoring and improvement, conduct regular vendor reviews, and implementing corrective actions when necessary.
  • Monitor vendor performance against established metrics and key performance indicators.
  • Identify areas for improvement and implementing corrective actions when needed.
  • Regulatory Compliance and Policy Development
  • Administer regulatory requirements, including BPS, BOBIA and Bill S-211 ensuring timely preparation of reports and annual submissions.
  • Support, educate, and provide guidance to SS Team on Trade Agreements to ensure procurement compliance and its associated procurement reporting to government agencies
  • Prepare meeting agendas, minutes, presentations, communications, and training materials as required, ensuring clear and effective dissemination of information.
  • Work in a manner that complies with staff and patient/client safety practices, policies and procedures of The Royal.

Qualifications:

  • 3 year Undergraduate Degree in business, health administration, Supply Chain or related field required
  • 3 years of public sector procurement, contract management, and strategic sourcing, with a proven track record of delivering cost-effective solutions.
  • 3 years of preferred experience leading procurement teams in healthcare setting, demonstrating the ability to navigate the complexities of healthcare procurement and contract management
  • 5 years of experience in project management, with hands-on experience in implementing continuous improvement initiatives and optimization procurement systems
  • Knowledge of a Warehouse Management System (WMS)), with the ability to leverage technology to enhance supply chain efficiency and inventory management.Knowledge of a Warehouse Management System.
  • Proficiency in ERP and Procurement systems
  • Excellent negotiation, contract management and vendor relations skills
  • Strong analytical and problem solving ability
  • Strong knowledge of government procurement policies, contract law, and public sector compliance standards.
  • Advanced skill level required for MS Word, Power Point, and Outlook
  • SCMP (Supply Chain Management Professional) or OPBA (Ontario Public Buyers Association) or Professional Certification in Supply Chain logistics (P.log) or equivalent procurement certification.
  • English level A- is mandatory in oral expression, oral comprehension, reading and writing. Bilingual (French/English) is considered an asset.

Salary Range: 42.98 to 51.31 per hour
