Join Our Team as a Supervising Code Compliance Inspector!

As a Supervising Code Compliance Inspector, you will lead a team of professionals investigating and resolving municipal code violations, including violations related to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, and other matters of public concern.

The Supervising Code Compliance Inspector is responsible for leading, growing and supporting inspectors in conducting thorough investigations and implementing appropriate enforcement measures in a manner consistent with the City's mission of providing quality, caring service to its customers. Duties/Responsibilities
Essential Functions:
  • Coordinate and investigate complaints regarding municipal code violations, including but not limited to zoning, sign, land use and business license ordinance violations, and public nuisances.
  • Conduct site visits, document violations, and maintain accurate case files.
  • Determine methods to achieve code compliance, consult with Planning staff, and prepare abatement letters and related correspondence.
  • Prepare cases for legal action and present evidence in court.
  • Enforce city ordinances related to parking, business licenses, and home occupation permits.
  • Prepare and submit codes and ordinances related to enforcement issues.
  • Assist the public, city staff, and co-workers and oversee the "Mayor's Home Beautification Award" program.
  • Assist Building Inspectors, assign work, prepare performance evaluations, and ensure safe work practices.
  • Respond to complaints, answer and respond to emergency calls, and provide temporary relief.
  • Collaborate with co-workers and maintain regular attendance.
  • Perform duties in alignment with the City's Mission Statement and Organizational Values.

Qualifications

  • Education:
    • High School Diploma or G.E.D. required.
    • Two (2) or more years of college coursework in urban planning, architecture, building inspection, criminal justice, public administration, political science, or related field desired.
  • Licenses/Certifications:
    • P.C. 832 Arrest, Search and Seizure certificate (or obtain within six (6) months of appointment).
    • Property Maintenance and Housing Inspector certificate from I.C.C. (or obtain within twelve (12) months of appointment).
  • Experience
    • Minimum of three (3) years in municipal enforcement inspection or investigation.

Knowledge of:
  • Leadership, supervision and mentoring/training techniques.
  • Customer service skills.
  • Municipal codes including but not limited to planning, zoning, building inspection, and health and safety.
  • Functions of agencies involved in planning, zoning and building.
  • Federal and state laws, ordinances, and regulations related to local governments.
  • Investigative and enforcement techniques for code compliance.
  • Code enforcement, court etiquette, and evidence rules.
  • Office procedures and data processing systems.

Ability to:
  • Supervise and train staff; apply policies and procedures.
  • Ensure safe and efficient work practices.
  • Work independently and perform journey-level tasks.
  • Analyze data; prepare reports; and maintain accurate records.
  • Handle internal and external customer interactions tactfully.
  • Represent the City in a professional manner.
  • Respond to emergencies effectively and resolve conflicts constructively.
  • Read and interpret maps, plans, and legal descriptions.
  • Use photographic equipment, GIS, and publicly available data.

Special Requirements

  • Possess a California Driver License and a satisfactory driving record.
  • Work a flexible schedule Monday through Friday, including weekdays and weekends (hours/days will be adjusted as needed).
  • Receive satisfactory results from a background investigation, a physical examination, which includes a drug screen, and an administrative review.

Physical Requirements:
  • Ability to lift, carry, push, pull, or climb.
  • Reaching above shoulders, prolonged walking, standing, and sitting.
  • Acceptable distant vision for driving (20/40 in each eye with or without correction or must correct to 20/40).
  • Work in extreme temperatures with potential exposure to fumes.
  • Ability to work outdoors, around moving objects, and on slippery or uneven surfaces.
