Assignment(s)/Comments: This position is within the Collection Section of Taxation. The individual hired to fill this position will have access to Federal tax Information (FTI), as defined in IRS Publication 1075, and, as such, must undergo a national fingerprint background screening in accordance with the criteria set forth in regulation 220-RICR-40-00-2 (IRSPublication 1075 - Background Check Process and Criteria), available at https://rules.sos.ri.gov/regulations/part/220-40-00-2. Additionally, the individual is being hired to an E-Verify site which contains FTI and must have their employment eligibility validated through E-Verify.

GENERAL STATEMENT OF DUTIES: Within the Department of Revenue (DOR)/Department of Labor and Training (DLT), to assist in the planning, organizing and supervision of the work of a large staff engaged in the collection of State taxes; to resolve a variety of difficult and complex tax cases and direct staff activities involved in the collection of delinquent accounts, securing delinquent returns and determining taxpayer liability; and to do related work as required.
SUPERVISION RECEIVED: Works under the general direction of a superior with wide latitude for the exercise of initiative and independent judgement; work is seldom reviewed, but at times may be reviewed for results obtained and conformance to laws, regulations and procedures for the proper collection of taxes.
SUPERVISION EXERCISED: To plan, organize, and supervise the work of a large staff engaged in collection activities of a wide variety of State taxes.

Required Qualifications for Appointment
KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of modern principals, practices, techniques of accounting and the pertinent provisions of the State's tax laws, rules and regulations relating to taxpayer liability and the ability to apply such knowledge in the planning, organizing and supervising the work of a large staff engaged in a wide variety of tax collection activities; a thorough knowledge of the principals, practices and techniques of property rights and the ability to apply such knowledge in seeking liens on property for tax collection purposes; a thorough knowledge of State and Federal insolvency laws and proceedings; a thorough knowledge of the state and federal insolvency laws and proceedings; the ability to address and resolve the most difficult and complex collection matters and determinations; the ability to handle the most complex and difficult tax collection matters and determinations; knowledge of federal income tax theory, publications and revenue rulings; the ability to meet with delinquent taxpayers or their representatives and clarify amounts due and make adequate arrangements for payment; skill in performing a wide variety of basic to advanced mathematical computations; the ability to assist superiors in the development of policies, rules and regulations necessary for the proper collection of taxes; the ability to establish and maintain effective working relations with delinquent taxpayers or their representatives; the ability to utilize a variety of computer software in the completion of duties as well as to guide and coach other staff in the proper use of such software; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Possession of a Bachelor's degree from a college of recognized standing in Accounting, Finance, Business, or a closely related field; and
Experience: Employment as a Revenue Officer II or higher; or, considerable employment involving the supervision of a staff engaged in the application of tax laws or the enforcement of laws under which taxes are assessed and collected.
SPECIAL REQUIREMENT: At the time of appointment, must possess a valid motor vehicle operator's license. Said license must be maintained as a condition of employment.

- To plan for effective workflow and maximum utilization of staff in anticipation of peak periods in receipt of cases, and establish goals to accomplish objectives and plans for economical use of travel funds.
- To exercise responsibility for recommending the approval or disapproval of: installment part payment agreements, write off of taxes as uncollectible, offset actions against funds due the taxpayer by any State department or agency; offset actions involving taxpayer initiated suits against any agency of the State Government; acceptance of surety bonds or other collateral or escrow agreements; service of summonses or the recommendation of distraint legal action against the taxpayer's property - real or personal; and the filing of liens.
- To study new laws, procedures, directives, and polices and plans for the effective implementation of collection functions through organization of personnel and operations, and development of procedures.
- To serve as a principal advisor to a collection's superior on all collection matters.
- To plan and/or execute formal and informal training programs for new and existing collections staff.
- To do related work as required.
