ABOUT THE POSITION
The Riverside University Health Systems - Medical Center is currently recruiting for a Supervising Stationary Engineer. This posting will serve to fill a Supervising Stationary Engineer vacancy in Moreno Valley.

Incumbents in this class, under general direction, provide supervision and direction to maintenance personnel in a variety of building maintenance and repair work, including boiler operation and maintenance

Duties include, but not limited to:
  • assist in the development and scheduling of maintenance and repair programs in the medical center facilities and high-pressure steam heating system
  • oversight of day-to-day operations of maintenance personnel
  • responsible for the safe operation of the high-pressure boiler system, including the training of Stationary Engineers and maintenance mechanics in boiler operations and maintenance
  • ensure compliance with appropriate safety laws, regulations and codes.

Schedule: 8/80 or 9/80 options. Shift 2:30pm - 12am, days off vary

The Supervising Stationary Engineer is distinguished from the Stationary Engineer in that the former performs duties that require advanced knowledge, experience and supervision of various maintenance operations.
EXAMPLES OF ESSENTIAL DUTIES
Schedule, assign and monitor the work of maintenance personnel; investigate malfunctions of boiler and other equipment to identify source of defect and determine the methods and materials needed for repairs.
Inspect building mechanical equipment, water heaters, air compressors, autoclaves, and hydraulic equipment to determine need for maintenance or repair; prepare estimates for material and labor required for job orders and repairs.
Establish a preventative maintenance program keeping logs, files and record all maintenance and repair work performed.
Responsible for the boiler room and building safety programs, inspecting equipment and quality of work to ensure its compliance with safety laws, regulations and codes; calibrate testing equipment to ensure accurate readings.
Supervise the operation and maintenance of the steam boiler plant including reading meters and gauges, adjusting controls, performing preventative maintenance, and making emergency repairs as necessary.
Supervise the maintenance and repairs of defective pipes, valves and air compressors; supervise the operation, testing and maintenance of auxiliary equipment such as emergency diesel generators, electrical controls, electric motors, pneumatic controls, water purification apparatus, and pumps.
Supervise the repair and modifications on a variety of other equipment and facilities, including dishwashers, laundry equipment, fans, inhalators, suction machines, doors, locks, and refrigerators.
Interview and recommend selection of new maintenance personnel; train maintenance personnel in procedures necessary for safe operation of the high-pressure boiler system and other skilled trades.
MINIMUM QUALIFICATIONS

Experience: Three years of journey level experience operating, maintaining and repairing gas or oil-fired boilers with a capacity of 300 or more horsepower.

Knowledge of: High pressure steam boilers and auxiliary equipment; the tools, methods and procedures involved in operating, maintaining and repairing steam boilers and auxiliary equipment; the procedures and chemicals used in testing and treating of boiler water; the operation of heating, refrigeration and electrical equipment and systems; applicable state and local safety laws and regulations and safety practices and programs appropriate to maintenance operations.

Ability to: Supervise a crew engaged in the operation, maintenance and repair of high-pressure heating systems and building maintenance services; understand and work from plans, drawings and specifications; give oral and written instructions; detect malfunctions and direct necessary repairs to steam boiler and auxiliary equipment; direct repair of a variety of electrical and mechanical appliances and equipment; keep basic records.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0 < 3 year = 80 Hours (10 Days)
    4 < 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
