Position Summary
The Supervisor, Facilities is a member of the Facilities Management and Construction Services (FMCS) team responsible for the day-to-day supervision of a diverse workforce consisting of unionized Building Operator Trades that make up a composite team consisting of electrical, plumbing, HVAC Technicians, G1 Gas Technicians, millwright, carpenter, building & certified engineering technologist, apprentices, custodial service employees, building attendants, and contracted services.
This position is accountable for providing leadership oversight, and guidance with a specialized focus for all facility and grounds related services internal & contracted and includes supporting the oversight of client services at 160facilities/grounds, as well as other project management initiatives, and the coordination of service delivery standards.
The Supervisor, Facilities, is responsible for providing, delivering on the logistics associated with operating and capital budgets as aligned with the annual maintenance strategy and forecasted capital asset management plan (15-30 years). This role provides in the field leadership, monitoring, planning, scheduling, training, and the delivery of the Corporation's facility core maintenance program by engaging all corporate departments as the central maintenance service agency. This is done through the planned execution of corporate strategies, plans, schedules and changing priorities.
The role of the Facility Supervisor is to ensure resource availability to all facilities, grounds, events, ensuring that they are operating as they should in their current context, as planned, as scheduled, on a day-to-day basis. Facilities Supervisors continuously monitor and report back asset conditions, focus on improving the performance of a reliability centered maintenance program while facilitating a Proactive, Predictive, Preventative, Planned Maintenance (PM) approach that adheres to systems and processes that deal with repair or Service Requested (SR) maintenance in an organized fashion, in a reasonable amount of time. This includes responding to immediate or emergency situations with no delays.
The Supervisor plays a key supporting role in strategic planning, budget preparation, work planning, staff development. Learning and implementing new innovative ideas & technologies, embracing change management, leading capital work projects.
KEY DUTIES & RESPONSIBILITIES
Operations:
- Plan, schedule and supervise a diverse team of unionized Building Operator Trades that make up a composite team consisting of electrical, plumbing, HVAC, millwright, carpenter, building & certified engineering technologist, apprentices, custodial service employees, building attendants
- Supervise a multitude of contracted services including life safety systems, custodial, winter control, landscaping, and other ancillary/supplementary services
- Supervise maintenance operating budgets and frontline staff spending behaviours
- Prioritized corporate maintenance work and discern appropriate course of action from a scheduling and resource availability perspective, minor or major capital versus operational maintenance and decide if internal trade service or external contracted services will be doing the work or if the work needs to be elevated to the Construction Services project management team
Leadership:
- Supervise unionized employee performance, coach, mentor, and discipline as necessary
- Provide annual individual employee performance reviews
- Supervise staff, participate in the hiring process, and ensure staff receive appropriate training & development
- Ensure staff engagement, Health & Safety, keeping people informed, involved, supported, heard & safe
- Supervise Compliance related activities including staff training schedules per legal requirement and budget
Lead in Reliability Centered Maintenance:
- Supervise the sustained ongoing implementation of a corporate Reliability Centered Maintenance (RCM)
- Plan, schedule and deliver services as the Centralized Facilities Management (CFM) corporately
- Supervise employee performance using various electronic tools to ensure data is entered live into the asset management & building performance information system as part of a technologically evolved maintenance organization using a Computerized Maintenance Management System (CMMS), Building Automation Systems (BAS), etc. this is required to support management in the decision-making, staff, resource, and facility modeling process for the corporate building asset portfolio & personnel going forward
Compliance:
- Responsible for the planning, scheduling & supervision of service delivery for all legislated corporate facility related compliance systems & programs. Corporately responsible for the frontline oversight of the corporation's security platform for all City of Kingston facilities including security infrastructure, programs & contracted services
- Actively supervise corporate health and safety through formal continuous monitoring and development of corporate compliance systems & programs. Provide expert technical opinions for continuously improving, sustaining accessibility standards, and Facilities Assessment Design (FAD) guidelines through operational maintenance and, support future project planning
Other duties as assigned
Qualifications, Competencies
Post secondary, college diploma/university degree (business, trade, engineering, etc.) with one of the following two certifications:
Certified Trade License;
Certified Engineering Technologist;
or 3rd or 4th Class Stationary Engineering Designation
5 years minimum relevant experience
Gas Technician and Level 1 (G1) or 3rd or 4th Class Stationary Operating Engineer (OE) (both preferred)
Must demonstrate corporate values of Belonging, Collaboration, Accountability, and Innovation
Skills, Abilities, Work Demands
Excellent critical thinking and risk assessment skills.
Strong working knowledge of various mechanical, electrical, structural, building envelope, environmental, utility and building infrastructure issues, experience with HVAC/HVAC engineering concepts including building controls and management systems preferred
Proven ability to manage operational requirements within the confines of the budget
Excellent verbal and written communication skills
Strong, effective customer service and interpersonal skills
Advanced computer skills including MS Office
Strong and effective problem-solving skills
Strong organizational skills and with the ability to prioritize work in a demanding environment
Demonstrated leadership skills with the ability to coach, motivate, and develop employees to achieve success through the delivery of effective labour relations
Demonstrated conflict management skills and methods to reduce tension or conflict between two or more people
Ability to research, analyze, and formulate solutions to complex issues
Proficient knowledge of related policies, procedures, legislation and initiatives
Required to obtain and maintain a satisfactory criminal record check
Valid class "G" Ontario driver's license
