This position has a broad scope of responsibility within the Power Management division including directing a team of 6-8 employees, negotiation of commodity agreements, forecasting, pre-scheduling, budgeting, analytics, operations, compliance and reporting, resource planning, congestion revenue rights management, and coordination with the California Independent System Operator (CAISO). The incumbent supervises activities of the Forecasting and Prescheduling departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant General Manager or others as assigned. Responsibilities:

Develop procurement plans and budgets, including near term load / resource balances, and develop proposals for long term power supply to satisfy requirements, including, but not limited to California RPS, Resource Adequacy, Green-House Gas requirements, and other regulatory requirements.

Directing, reviewing and approving energy purchase and sale transactions from day ahead to one year or less.
  • Negotiation of EEI, WSPP and NAESB commodity agreements, gas transport agreements, gas management/balancing agreements and Asset Management Agreements for gas pipeline entitlements.
  • Ensuring the deployment of needed systems and tools to support deal tracking, e-tagging, pre-scheduling, price forecasting, hydrologic forecasting, hydro modeling/compliance, weather forecasting, and western portal communications capability.

Directing and reviewing operational planning and resource planning for the power pool and NCPA resource owners.
  • Provision of regular summary reporting to members.

Directing and preparing reports that demonstrate the value added to the membership regarding the pooling, forecasting and pre-scheduling functions.

Developing, directing and reviewing power pool billing.

Directing the development of, and reporting on, the effectiveness of asset management strategies.
  • Development and dissemination of commodity procurement strategies for participants in the Market Purchase Program and Gas Purchase Program.

Directing and reviewing comparative market and review assessments.

Directing, reviewing and approving the natural gas transportation aggregation program certification and management.

Supervising and directing assigned staff and consultants.
  • Ensuring that staff are trained for current responsibilities and developed for future career opportunities.
  • Maintaining a current succession plan for potential staff vacancies.

Providing information, analysis and reports for stranded cost calculations, bond financings, interconnection agreement negotiations, marketing and sale of agency services, ISO bidding, ISO congestion management.

Develop and present market price forecast tools and reports; market condition reports.

Attending power pool committee meetings.

Interaction with individuals at various levels of government and with NCPA members.

MINIMUM QUALIFICATIONS

Education and/or Experience

Bachelor's degreein Economics, Engineering, Finance, Business or a related field from an accredited four-year college or university; a Master's degree is highly desirable; minimum of eight (8) years related experience, or equivalent combination of education and experience.

KNOWLEDGE AND ABILITIES

Knowledge:

Knowledge of statistics, advanced mathematics and data modeling; Electric market designs and power system operations; Knowledge of computer software including, Microsoft Office, SAS, Sequel, ITRON; Knowledge of CAISO markets, regulations and bidding processes; Knowledge of procurement processes relating to Public Power Utilities.

Abilities:
Ability to communicate clearly verbally and in writing; Demonstrate conflict resolution skills; Ability to pay close attention to detail and demonstrate documentation techniques and skills; Ability to think critically, creatively and quickly to solve problems; Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations; Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis; and Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

SPECIAL REQUIREMENTS

Valid California Driver's License and insurance.

While performing the duties of this Job, the employee is regularly required to sit and talk or hear. The employee is occasionally required to stand and walk.

Directly supervises 6-8 employees in the Forecasting and Prescheduling Department. This position carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
