Pay Range: $97,130 to $113,315

The Role

Under the direction of the Superintendent of Rail Facility Maintenance, the Supervisor of Rail Facility Maintenance is directly responsible for the maintenance activities for approximately 10 rail stations, 10-11 parking lots and 12 miles of light rail right of way. This position provides direct supervision for 788 ATU and IBEW employees as well as contractors in the maintenance and repair of Metro's facilities and facility related equipment. This includes the MetroLink Stations (restrooms, electrical systems, landscaping, mowing, platforms and equipment, Elevators, Escalators, Tunnel Ventilation and Fire suppression Systems. This position is also responsible for supporting all construction and capital projects and will provide flaggers to posted restriction zones. This position may also be assigned directly responsible for one or more Maintenance/Operating facilities. The Right of Way Maintenance (ROW) team is focused on maintaining all transit assets in a state of good repair throughout the asset life; delivering maintenance and capital projects that will improve the Metro customer experience; supporting transit expansion projects including light rail; modernizing and expanding Metro's operation systems; and executing a succession plan to sustain Metro's excellent performance well into the future.

Essential Outcomes

  • Supervise union mechanics, electricians, utility workers, truck drivers and contractors in effort to maintain and repair MetroLink Stations, Yards and shop facilities, and associated properties.
  • Mentor Metro employees so that they are properly trained to safely and efficiently inspect and maintain the Metro Rail System and its associated structures in accordance with all applicable manufacturers, industry, government and Metro standards realizing the best value for each labor dollar.
  • Supervises and ensures all inspection reports are completed and filed for the rail facilities and other elements related to maintaining a safe right of way for trains.
  • Prepares and submits written reports of inspection variances including remediation recommendations to the Superintendent of Rail Facility Maintenance.
  • Recommends safety procedures and standard practices to ensure maintenance activities proceed safely and efficiently. Support Metro's Safety program and may serve on the safety Compliance Committee.
  • Supervises and executes maintenance projects within schedules and budgets utilizing work windows allowed by operating and staffing considerations (e.g., vacation, holidays, and access to ROW)
  • Inspect the quality of installed rail facility systems and associated documentation, ensuring installation meets all applicable manufacturer, industry, government, and Metro standards.
  • Provide internal and external customer service for all persons, contractors, and other Metro departments who interface with Metro's right of way.
  • Monitors maintenance contractors and subordinate performances, takes appropriate actions to correct performance and adjust output to meet Metro requirements.
  • Manage material ensuring adequate stocking levels to meet supply demands realizing the best value for each maintenance dollar.
  • Performs field inspections to ensure effective implementation of maintenance activities.
  • Participate in the grievance process as appropriate and designated in the IBEW/Metro and ATU/Metro contracts.
  • Participate in the interviewing and selection process for union employees and make hiring recommendations to Manager/Superintendent.
  • Recommend counseling and corrective action disciplinary steps for union employees. Deliver appropriate discipline as necessary.
  • Provide support to other Maintenance of Way Departments.
  • Assist in special projects and other duties as assigned.
  • Conduct annual asset condition assessment on all ROW assets to ensure compliance with Metro's Transit Asset Management program.
  • Assist in Developing and manage preventive maintenance activities using Enterprise Asset Management (EAM) computer system.
  • Assists the Superintendent in developing, justifying, and administering an approximate $10M annual operating budget as well as Capital Projects.
  • Understand, clarify, and implement labor contracts, governing the contract personnel, seeking to maximize understanding and minimize grievances.

Knowledge, Skill, & Abilities

  • Must have knowledge and understanding of building maintenance, electricity, electronic heating and air conditioning, welding, hydraulics applied to repair or replacement of Metro's building, grounds and associated equipment.
  • Knowledge for instructional training purposes of heavy equipment, dump trucks, bucket trucks, fork trucks, backhoe and skid loaders, power hand tools and electrical testing devices.
  • Interpret blueprints and diagrams.
  • Ability to communicate effectively both orally and written within multi union and non-union work force environment.
  • Knowledge of various computer programs. Microsoft word, excel, Windows 95 or 98.
  • Comprehensive knowledge of building maintenance including but not limited to industrial electricity, commercial refrigeration, plumbing, welding and practical mechanics for equipment repair.
  • Ability to present reasonable and cost-effective solutions to the problems faced within a constantly changing environment.
  • Ability to work within confined spaces or extremely high locations.
  • Comprehensive knowledge of the tools, equipment and supplies used in right of way and facility maintenance.
  • Ability to learn Metro regulations and collective bargaining agreement.
  • Ability to supervise and evaluate the work of subordinates implement procedures, rules and regulations and instruct employees on methods and techniques used in vehicle repair and maintenance.
  • Ability to communicate effectively, both orally and in writing, collect data, prepare reports and budgets.
  • Ability to work in any weather conditions, at any time of the day or night.
  • Ability to report for emergency duty 24/7
  • Ability to walk at least twenty miles per week over ballast track and uneven surfaces.
  • Must be available to work varying shifts.


Education

Experience

Degree: Two-year college or technical highly desirable.

Years: Minimum Three (3) to five (5) years required.

Field: Facility Management, Building Trades or related field.

Filed: Building Maintenance or related field.

Compensation Disclosure:

We believe that all employees should be paid fairly. As of the time of this posting, this is the expected base salary range. The base salary offer will be based on a wide range of factors, including skills, qualifications, experience, as well as business needs and budgetary review.
