Position Purpose

Reporting to the Division Manager - Children, Youth & Families, the Human Services Supervisor - Children, Youth & Families supervises the day to day activities of assigned staff. The Human Services Supervisor - Children, Youth & Families develops and maintains necessary programs as identified by the Division Manager.

The normal work schedule is Monday through Friday 8-4:30 with flexibility to meet staff. This position is included in the supervisor on-call schedule rotation to support child protective staff on-call.
Key Responsibilities

Provides supervision of the following functions in Children, Youth and Families including access, initial assessment, ongoing, case management, foster care / Kinship Care licensing, early intervention, home consultant services, contracted staff, and any other function deemed appropriate to the delivery of children, youth and family services promoting the protection of children and well-being of families.

The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Provides supervision of the following functions in Children, Youth and Families including access, initial assessment, ongoing, case management, foster care / Kinship Care licensing, early intervention, home consultant services, contracted staff, and any other function deemed appropriate to the delivery of children, youth and family services promoting the protection of children and well-being of families. The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Recruits, hires, and trains case managers/social workers, paraprofessionals and other staff as needed as well as provide regular and consistent supervision of those staff in the performance of their assigned duties related to child protective statute, standards, safety interventions, court and best practice methods. Develops the on-call schedule, trains staff in the on-call protocol and is available to staff after hours for consultation including the on call supervisor rotation.
  • Approves staff flex schedules, compensatory time, sick leave, vacation, tuition reimbursement, reclassification requests. Supervisors are required to prepare employee evaluations, including training plans, and develop performance improvement plans to address areas of challenge. Supervisors will be a part of any complaint process filed by staff as well as any process of discipline.
  • Reviews and approves all reports required for all functions on the floor including access reports, initial assessments, safety plans, integrated case plans, court documents, permanency plans, treatment referrals and plans, case note documentation and TCM authorizations. Required to develop team meeting agendas, assign cases in a timely fashion and participate in case transfers, internal staffing and multidisciplinary staffing as needed.
  • Serves as a liaison to law enforcement, schools, legal system, medical as well as mental health/AODA systems, contracted providers and the community to educate and enhance relationships necessary in the delivery of child and family services.
  • Responds to consumer questions, request for records or information, complaints in a timely manner.
  • Reviews and analyzes Department of Children and Families e-Wisacwis data reports, OCDHHS data reports, and other data collected for quality assurance and compliance with agency and statutory requirements, state and federal standards and administrative rules. This includes tracking outcomes to assist in making informed decisions regarding workload and best practice initiatives and assists with appropriate budget preparation including participating and/or leading organizational improvement methods.
  • Assists in the development, updating and implementation of Department and Division Policies and Procedures by staying knowledgeable of all statute/standard changes. Conveying those changes to staff and holding staff to the change in practice.
  • Lead workgroups to address gaps in service delivery or in the development of best practice methods including conducting presentations/trainings to community partners.
  • Maintains regular and predictable attendance, works overtime/extra hours as required.

Education/Certifications/Experience Requirements

  • Master's Degree in social work or related human services field
  • Active Social Work Certification is required for this position
  • Three to five years of experience in child welfare
  • Other combinations of education and experience that provides equivalent knowledge, skills, and abilities will be considered
  • Prior child welfare supervisory experience preferred
  • AODA and Mental Health knowledge or experience preferred
  • Must possess and maintain a valid driver's license.

  • Ability to add, subtract, multiply, divide, calculate decimals and percent's, and make use of the principles of descriptive statistics.
  • Ability to comprehend and interpret a variety of documents including initial assessment and integrated case plans, treatment plans, case evaluations, court reports, policy and procedure manuals, etc.
  • Ability to prepare a variety of documents including caseload statistics, annual and other reports, performance evaluations, etc.
  • Ability to use and interpret mental health and AODA, medical, and social work terminology.
  • Ability to communicate effectively with social workers, judges, attorneys, law enforcement, school personnel, mental health, AODA, and medical health professionals, agency directors, and foster care parents verbally and in writing.

Medical Coverage
Outagamie County currently offers eligible employees a Low-Deductible Health Plan and a High Deductible Health Plan with a Health Savings Account (HSA). Each of these plans are available for single or family coverage at affordable rates.

Dental Coverage
Eligible employees may choose either single, limited family, or family coverage.

Vision Coverage
Outagamie County offers single, employee plus one, employee plus children, and family voluntary vision insurance for those that are benefit eligible. Vision insurance coverage provides an opportunity for employees to save money on routine vision exams, contacts, eyeglass frames, and lenses.

Life Insurance
Outagamie County provides group life insurance for full-time employees. The cost of this coverage is paid for in full by the County.

Voluntary Short-Term Disability Insurance
Short-Term Disability pays the employee a portion of his or her income for a specified period of time, as determined by the plan. The Short-Term Disability plan provides coverage for injuries and illnesses that occur outside of work. The premium for this coverage is paid entirely by the employee and is available to active employees that meet the hours threshold requirements.

Long-Term Disability Insurance
All regular, non-union full-time employees are eligible for long-term disability coverage. Premiums are fully paid by the County.

Wisconsin Retirement System
Wisconsin Retirement Program helps provide for financial security during retirement. Monthly annuity payments at retirement are calculated using years of creditable service, average earnings (based on three highest years of earnings), formula factors, age at retirement and selected annuity option.
The retirement plan consists of two parts: an employee-required portion and an employer-required portion. Outagamie County pays the employer portion, and employees are responsible for paying the employee-required portion, which is determined by the state each year. Enrollment is required for eligible employees. Eligibility is determined based on Wisconsin Retirement System plan rules.

Flexible Spending Account Plan
The Flexible Spending Account Plan saves money by allowing the employee to pay for certain medical related expenses and dependent care expenses on a pre-tax basis, reducing annual taxable income resulting in Federal, State, Social Security, and Medicare tax savings.

Employee Assistance Program
Outagamie County has an Employee Assistance Program (EAP). The services offered as part of the County's plan are a benefit provided at no cost to its employees and their immediate family members to help deal with life's stresses. EAP consists of caring individuals who are certified counselors. They offer professional support and direction towards resolving problems or concerns. They can also help by referring the employee to another resource if assistance is needed beyond the EAP.

Paid Time Off
Outagamie County offers several paid time off benefits that include: vacation, personal holidays, national holidays, sick leave, bereavement leave and military leave.

Deferred Compensation
Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. Employees can save up to 100% of their compensation, to a maximum of $20,500 annually, or as little as $10.00 per paycheck. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-deferred until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances. There is also an after-tax 457 Roth contribution option.

CONTINUING EDUCATION
Outagamie County encourages continuing education by offering Education Reimbursement. This reimbursement is intended to provide assistance to the employee for out-of-pocket expenses for continuing education for the mutual benefit of the employee and Outagamie County, not covered in the departmental budget.
Any Outagamie County employee in good standing, averaging twenty (20) hours or more per week during the six (6) months prior to the start of the course, is eligible to apply. This statement is not all-inclusive in regard to tuition reimbursement.
