This position is eligible for a hybrid work model; office work location will be primary based out of Burlington Senior's Centre, 2285 New Street, Burlington ON. Work location is subject to change at the discretion of the City due to operational demands.
Position Overview
This position is responsible for developing a service plan that encourages personal and community development by fostering social connectivity and active lifestyle opportunities for all, while maximizing revenue for assigned facility types. Leading a dynamic staff team, this position focuses on developing and implementing a diverse program mix driven by community interests, to offer direct delivered and partnered services to Adults and Older Adults.
Responsibilities
Reporting to the Manager of Recreation Services, the incumbent will:
Recruit, train, coach, and monitor performance and development of staff. Mentor and support staff as needed to facilitate their professional growth and enhance their effectiveness.
Develop and evaluate performance measures to meet business and customer needs, including participation and utilization rates, financial targets, and customer satisfaction.
Identify and develop continuous improvement opportunities to enhance program delivery and customer service, focused on the department service plan and Recreation Framework.
Develop and foster strategic alliances and partnerships to support program delivery, increase participation and maximize revenue in facilities.
Develop a framework of community responsive programs by assessing community needs and trends and evaluating program delivery methods. This position works with facilities that have a mix of 20% user groups and 80% direct programs.
Develop and monitor current budgets, to optimize returns by enhancing funds generation and mitigating expenditures and/or services to meet budget targets, including the writing and delivering of grants to capitalize on funding sources.
Coordinate requests for future enhancements and updates to programs and facilities from customers and user groups that align with service plans. Work with internal partners to implement continual service improvement strategies.
Administer one or more of the following processes: allocation of space, program registration, membership registration, facility rentals and permits, sales and customer service for assigned facilities.
Develop policies, procedures and processes and ensure that they are communicated to, understood, and put into practice by staff.
Liaise with external agencies and governing bodies to ensure that the City is meeting regulations and obligations.
Ensure that emergency, and Health and Safety procedures are current, communicated and practiced protecting staff, program providers, vulnerable populations and customers using programs or facilities.
Develop volunteer opportunities and community relationships that enhance meaningful and rewarding volunteer contributions from community groups and individuals of all ages and skills.
Oversee a food services operation that provides dine in and take out menu, volunteer operational team, and requires certification in food safety and all related protocols.
Provide input to the development of the departmental marketing strategy and prepare marketing and promotional copy writing.
Represent the department on corporate teams and assume the duties of other supervisors in the unit during absences or as directed. May also represent the Manager during absences.
Respond to public, staff and elected officials' inquiries and facilitate resolutions to complex issues.
Requirements
The incumbent should be a highly motivated individual, with an interest in community development and civic process and an ability to work independently within the context of a municipality. In addition, having a Community College diploma or University degree in Recreation & Leisure or related field with over 2 up to 4 years of experience in recreation in a variety of program areas and age groups is necessary. This position works irregular/varied hours with some weekend and evening work required. Must be able to participate in the rotating on-call coverage for Section. The successful candidate must provide their own transportation.
This position may require occasional travel between various City sites and facilities where Adult and Older Adult programs are offered.
