Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

This position is located in the Howard C. Liebengood Center for Wellness, Employee Assistance ProgramDivision, Office of the Chief ofStaff, United States Capitol Police(USCP). Oversee and administer the Employee Assistance Program (EAP). Establishesthe program's objectives and goals, and identifies and assesses externaltreatment services and rehabilitation facilities. Manages the EAP resourcesincluding formulating and executing the budget and monitor all aspects ofresources to include training-related requirements.

Research new therapy services or rehabilitative programs for inclusion inthe EAP. Conducts analysis and evaluation of the effectiveness of externaltreatment and rehabilitation program. Provides program-related briefings,presentations, and trainings to executive leadership and managers regardingemergent issues. Involved in groups and organizations oriented toward theprevention and identification of various types of abuse, and other emotionaland behavioral problems.
Participates in training conferences and workshops to remain current insubject matter expertise relevant to the Department. Conducts quantitative andqualitative EAP-relevant data analysis (i.e. employee trends, utilizationrates, training evaluations, etc.). Writes and reviews contract proposals andmodifications for EAP-related services.

Serves or may assign an EAP Specialist as the initial point of contact foremployees who refer themselves or are referred for counseling or evaluation.Reviews and approves referrals to external treatment and rehabilitationprograms or facilities. Ensures and assists employees in attaining satisfactoryways of coping with problems that may be causing distress. Identifies andredirects employee's actions that may be harmful or self-destructive andassists employees in evaluating, understanding, and arriving at workablesolutions.

Performs the administrative and human resource management functions relativeto staff supervised. Establishes guidelines and performance expectations forstaff members, which are communicated through the formal employee performancemanagement system. Observes worker performance and conducts work performancecritiques. Resolves any informal complaints and grievances. Develops workimprovement plans, recommending personnel actions as necessary.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-12 level you must have one year (52 weeks) of specializedexperience equivalent to at least the CP-11/GS-13 level that is in ordirectly related to the line of work of the position to be filled. Specialized experience isdefined as experience that includes: 1) expert level knowledge leading a teamof highly skilled technical experts in executing a multifaceted agency-wideprogram; 2) knowledge of employee assistance and human behavioralconcepts, principles, techniques, practices, regulations, and policiessufficient to plan, organize, and evaluate a comprehensive program; 3) ability to create and maintain professional relationships with internal andexternal stakeholders to identify the needs of the Department and providesupport based on those needs; and 4) skill in briefing techniquessufficient to develop, prepare, and present formal briefings to senior officialsand conduct meetings and seminars for large and small working groups.

Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
