Help Duties * You will assign and direct work to multidisciplinary team of functional specialists based on priorities and workload. * You will conduct course observations of classes to ensure the curriculum requirements are being met. * You will resolve educational and training program problems to improve instructional training performance. * You will conduct analytical studies to evaluate the impact of training programs and assess performance improvement efforts. * You will communicate ideas and collaborate in professional group discussions to a wide variety of professional groups. * You will develop assessment methods to manage and improve training designs. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading specialists in the modernization and management of technical training courses and curriculum development and testing through the Ready Relevant Learning (RRL) program; 2) Managing the daily operations of a training program that is responsible for training content review and reengineering to support future training and innovation; 3) Providing comprehensive data used to develop briefs and other strategic communication products and reports for presentation to leadership; 4) Providing management with objective data on policies and procedures of functional and administrative areas such as database administration, information management and statistical analysis; 5) Evaluating curricula documentation for traceability to approve training requirements, alignment with sound Instructional Systems Design (ISD) principles, and compliance with established guidelines and policies; and 6) Providing technical and administrative supervision for work accomplished by subordinates, setting and adjusting short and long term goals and priorities, and preparing schedules for the timely completion of all projects assigned. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
* Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
* Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
* Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
* Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
* Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
