SUPERVISORY MEDICAL ADMIN SPECIALIST with Security Clearance

Duties The primary purpose of this position is: As an Air Reserve Technician (ART) Officer serves as the Senior ART/Medical Director to exercise first level supervisory and managerial authorities and serve as the Senior Medical Air Reserve Technician (ART) Officer in the Wing. Provides medical administration management expertise to the Wing Commander and Medical Squadron Commander on all aspects of military and civilian personnel management, budget and management analysis supporting operational requirements of the wing and squadron medical program management. Provides training to reserve personnel in the accomplishment of tasks set forth herein. DUTIES 1. Plans, organizes, and directs the full complement of activities within the Medical Squadron. Manages the Wing Health Force Protection Programs and the medical administrative and paraprofessional activities of the Medical Squadron. 2. Manages the Exercises supervisory personnel management responsibilities. Directs and coordinates work through subordinate employees. Advises staff regarding policies, procedures, and directives of installation senior leaders, higher-level management or headquarters. 3. Represents the Medical Squadron with a variety of installation and functional area organizations. Principle Medical Squadron representative to the Financial Management Board. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, group commanders, representatives and senior staff at Numbered Air Force, HQ AFRC, gaining MAJCOMs, and representatives from other military services and Department of Defense (DoD) agencies and related civilian organizations regarding services provided. 4. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives, which provide a basis for long-range planning to enhance the organization's management support capabilities. Manages medical aspects of Air Expeditionary Force (AEF) support taskings within the wing and with outside agencies. Manages and evaluates all training and exercise programs used to ensure medical unit capability. Coordinates fiscal, facility and instructor requirements to support the conduct of annual Medical Readiness. Provides overall management and direction of office IM/IT automation. Identifies requirements, develops plans and programs and implements recruiting and retention activities. Establishes 5. Manages and monitors squadron manpower allocations, changes to unit manning document, recruitment/accessions, under-grade/over grade, and overages and manning strength levels. Develops qualitative and quantitative measurement analysis of work center requirements/duties and continually review ensuring adequate capturing of productivity statistics of assigned work. 6. Manages Squadron's self-inspection program, Unit Effectiveness Inspection, and Training Functions. Directs self-assessment activities of subordinate supervisors and flights/sections. Ensures self-inspections are conducted for compliance with policies and directives. Reviews detailed and comprehensive report for corrective action if necessary. Specialized experience includes experience which may have been gained during the use of management analytical and evaluation methods and understanding of how regulatory programs are administered, to elect appropriate evaluations and measurement techniques; Apply medical operations and management principles, policies and procedures, relating to medical plans, programs, and requirements; Measure effectiveness efficiency, productivity and mission preparedness of established medical programs using business statistical analysis techniques and applications; conduct studies, analyze findings, and make recommendations on substantive medical programs within area of assignment. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. In-depth knowledge of a wide range of technical/professional medical administrative concepts theories, procedures and techniques, as well as a specialized knowledge of wartime medical operations and missions. 6. Knowledge of Air Force medical exercise and contingency planning and programming concepts and a thorough knowledge of squadron's medical mission, equipment specifications (Allowance Standards) and operational parameters. 7. Work schedule will be aligned to allow incumbent to participate fully in aerial flight training and attendance to Unit Training Assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. The incumbent may be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 3. May be required to work overtime to meet special workload demands. 4.
