Job Description
These positions execute technical and functional responsibilities related to Quality support activities on project assignments and administrative functions (i.e., planning, organizing, interpreting, coordinating, and executing division or project assignments).
Communicate effectively at all levels to maintain liaison with individuals and units within or outside the department or project structures
Employ decision-making authority and recommendations that have a significant impact on project Quality policies and programs
Serve as the Project Supplier Quality Surveillance Representative on medium to large projects,
Prepare/support project audit/supplier surveillance schedules, discipline activity plans for the quality function, and audit reports (internal and external), noting non-conformances and verifying effective corrective action
Assist in developing an orientation/qualification program to ensure that the supplier quality surveillance personnel are well versed and have a working knowledge in requirements of ASME NQA-1-2019, DOE O 414.1D and Project Contract documents,
Act as Supplier Quality Surveillance Manager and follow up on audit/SQS findings and corrective actions
Other duties as assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Job related technical knowledge necessary to complete the job including significant experience in nuclear Quality Control and/or Quality Assurance practices.
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Ability and life history that support obtaining a government security clearance in the future
Preferred Qualifications
Accredited four (4) year degree or global equivalent in engineering/technical preferred
Advanced degree in engineering discipline/technical field, or administration area preferred
Technical experience of quality inspection, testing, or oversight on government or commercial nuclear facilities within one or more of the following engineering disciplines: mechanical, welding, piping, electrical, instrumentation & controls, or structural. The preferred candidate will have knowledge gained from direct or associated work through oversight, auditing, or surveillance activities within supply chain metal fabrication shops.
Knowledge of material verification, and use of, and calibration knowledge, of Measuring and Test Equipment (M&TE), and dimensional measurement and cutting of metals,
Working familiarity with Non-Destructive Examination methods such as PT, MT, UT, RT, Eddy current testing, and various methods of pressure, vacuum, and leak testing.
Lead Auditor Certification by outside agency (e.g., Registrar Accreditation Board (RAB), American Society for Quality (ASQ), International Quality Associates (IQA), etc.) preferred,
Previous ASME NQA-1 Lead Auditor certification preferred
Twelve (12) years of related Quality/project experience
Good interpersonal and communication skills
Good leadership and decision-making skills
Five (5) years documented experience working on a DOE/NNSA site or at a DOE/NNSA approved supplier/fabrication shop
