The Survey Manager plays a vital role in ensuring the accuracy and compliance of land records, working closely with the County Recorder, County Surveyor, and other key stakeholders. This position involves overseeing high-level policy development and implementation, coordinating with various entities, and providing technical expertise to maintain the integrity of land survey systems and records. SALARY RANGE: $94,655.42 - $132,671.74/annually

MINIMUM QUALIFICATIONS
  • Associates, bachelors, or master's degree in Land surveying, Geomatics, or equivalent; OR
  • Educational criteria established by rule by the Utah Division of Professional Licensing as stated in Utah Code 58-22-302, Professional Engineers and Professional Land Surveyors Licensing Act, at the time application for licensure as a Professional Land Surveyor was made.

ESSENTIAL FUNCTIONS

The following duties and responsibilities are intended to be representative of the work performed by the incumbent in this position and are not all-inclusive. The omission of specific duties and responsibilities will not preclude it from the position.
  • Review subdivision and condominium plats and maps to ensure compliance with both State and County Codes, standards, specifications, and policies. Surveyor review fees are charged per Lot, Unit or Parcel, and are paid directly to the Summit County Planning Department with application fees at time of plat application.
  • Review subdivision and condominium plats and maps for all cities and towns located in Summit County to ensure compliance with both State and City Codes, standards, specifications, and policies. Surveyor review fees are charged per Lot, Unit or Parcel, and are paid with recording fees at the time of plat recordation.
  • Review Property Boundary Adjustment documents, including revised legal descriptions, record of survey and maps/exhibits to ensure compliance with both State and County Codes, standards, specifications, and policies. Surveyor review fees are charged per Parcel and are paid with recording fees at the time of Boundary line Adjustment documents recordation.
  • Review Boundary Line Agreement documents, including revised legal descriptions, record of survey and maps/exhibits to ensure compliance with both State and County Codes, standards, specifications, and policies. Surveyor review fees are charged per Parcel and are paid with recording fees at the time of Boundary Line Agreement recordation.
  • Review and/or create PLSS Monument Tie sheets that comply with standards, specifications, and policies, set forth by the US Department of the Interior Bureau of Land Management Cadastral Survey.
  • Attend Summit County multi-departmental staff meeting held bi-weekly in the Summit County Planning Department to discuss current and proposed projects, issues, code amendments, etc.
  • Attend Park City Design Review Committee meeting held bi-weekly at the Park City Planning Department to discuss current and new projects within the municipal boundaries of Park City.
  • During the Annual Utah State Legislature Work Session, attend weekly, on-line and/or in-person, Summit County legislative working group, Utah Association of County Recorders legislative working group and Utah Association of County Surveyors legislative working group sessions, as required.
  • Coordinate with private Surveyors to receive remote, electronic payments and electronically file their record of survey drawings.
  • Prepare and submit an annual grant application to the Utah Geospatial Resource Center and the Monument Replacement and Rehabilitation Committee, for the County PLSS Monument Preservation, Protection and Rehabilitation Project.
  • Prepare and submit deliverables to the Utah Geospatial Resource Center and the Monument Replacement and Rehabilitation Committee, for the County PLSS Monument Preservation, Protection and Rehabilitation Project.
  • Conduct and/or Coordinate field work for the County PLSS Monument Preservation, Protection and Rehabilitation Project.
  • Conduct and/or Coordinate office work for the County PLSS Monument Preservation, Protection and Rehabilitation Project.
  • Use AutoCAD Civil 3D or equivalent program to draw and check boundaries and areas from legal descriptions, maps, records of survey, subdivision plats, condominium plats, boundary line adjustments and boundary line agreements.
  • Read, interpret, and prepare legal descriptions.
  • Plans, directs, and monitors the activities of the operational functions to achieve efficiency and meet internal and external organization and service goals.
  • Develops, implements, and prioritizes programs and projects to enhance services, control costs, and resolve problems.
  • Develops and implements work standards and administrative policies and procedures.
  • Identifies future needs and establishes long-term goals.
  • Develops strategies to meet changing needs, address problems, prioritize objectives, and improve services promoting stakeholder and community involvement.
  • Represents the Elected Official, the agency, and the County before a variety of internal and external stakeholders.
  • Coordinates operations with internal and external agencies.
  • Coordinates and administers the survey budget and fiscal process of the agency in support of the County's fiscal objectives and priorities, under the guidance of the current Elected Official.
  • Supervises survey staff, which includes hiring, orienting, training, assigning, and reviewing work performance, annual work performance appraisals, and discipline, under the guidance of the current Elected Official.

  • In absence of an elected or appointed County Surveyor:
  • Arrange for all surveying work with contracted surveyor to ensure requirements are met, as set forth in Utah Code, Title 17, Chapter 23.
  • Review, approve, stamp and sign Local Entity Plats for the annexation of Cities, Towns, Special Service Districts, and Public Improvement Districts.
  • Work, as requested with the County Attorney's office to provide documents, research, data and opinions regarding County property boundaries, easements and encumbrances.
