What you'll do:
The Sustainment Requirements Manager Integrates and manages the identification, development and implementation of Sustainment Baseline Requirements, through the Sustainment Draft Statement of Requirements (Dsor) process to meet sustainment planning and contracting lead times and need dates for the establishment of the associated capability
Responsibilities:
- Coordinate and integrate the review, analysis and approval of all sustainment baseline Dsors from requirement identification to Weapon System Planning Document (WSPD) incorporation in accordance with the Dsor process in WSPD Section I. Provide timely input in accordance with the Sustainment Planning Process
- Initiate and /or coordinate all sustainment baseline Dsor candidates with all JPO IPTs, to include development of required supporting documentation
- Coordinate sustainment Dsors with Service and Participant Requirements Working Group (RWG) Action Officers
- Provide reports to the RWG of the status on all Dsors
- Act as Secretary of the SBCB IAW the SBCB Charter, developing and coordinating the agenda and all minutes
- Act as Secretary of the sustainment portion of the RWG, developing and coordinating the agenda and minutes
- Represent the Sustainment Community of Practice on all sustainment baseline related matters during OAG, SAG and RWG meetings
- Provide support to the drafting and delivery of presentations on sustainment baseline status, accomplishments, problems, requirements for support, and promotion of sustainment objectives to all levels of DoD and industry
- Provide periodic and comprehensive assessments of all Dsors at sustainment meetings.
- Work in conjunction with contracting officers to establish the requirements and terms of conditions set forth in contract negotiations, procurement plans, budgets, and changes to the scope of work performed by the contractor related to sustainment baseline activities
- Perform analysis of PSFD MOU Participants' and Foreign Military Sales (FMS) customers' processes to determine their effect on the course of sustainment baseline related processes.
- Conduct periodic reviews of sustainment baseline related processes and identify and recommend improvements that benefit Program objective
- Manage and maintain the F-35 Program Requirements Candidate Management System (RCMS) database. RCMS is an Access based integral management tool for all F-35 Joint Program Office requirements, linking both Follow-On Development and Sustainment requirements into one single comprehensive database. RCMS provides managers the status of all F-35 requirements with detailed reports that can be sorted by Participant Owner, Planned Execution, Lead IPT, System Capability and Solution Type. RCMS database is the source database for executive level meetings including the JESB and ALAC as well as working groups such as the SAG, OAG and the RWG.
- Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required
- Travel domestically and internationally, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and/or MBC's clients. These requirements are subject to change without advance notice at the discretion of MBC and MBC's clients
Qualifications:
- Experience in acquisition and/or operational logistics support/maintenance engineering
- Minimum 10 years relevant experience
- Prior DoD acquisition logistics support experience to include specific experience in acquisition planning and management
- PMP or similar certification
- Demonstrates knowledge of requirements, capability, and procurement processes
- Demonstrated ability to perform independent work to provide logistics and support system effectiveness analysis, studies and evaluation in support of DoD weapons systems and equipment
- Active DOD Top Secret security clearance
- Bachelor's degree from an institution accredited in the United States
- Excellent attention to detail, organizational skills, and ability to multitask
- Strong verbal and written interpersonal, communication, and presentation skills
- Ability to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients
