Job Description:
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
This Systems Analyst contractor position is part of the HHSC Managed Care Utilization Review team and will develop a customized solution in the HHS Microsoft 365 Power Platform for the modernization of the program's utilization review forms. This position will perform application development duties that will involve the following Power Platform areas: Power Apps, (model-driven) Dataverse, Power Automate Flows, and Power BI reports.

Required skills:
- 5 years of Work experience with Software as a Service (SaaS) and/or Platform as a Service (PaaS) environments
- 4 years of Hands-on experience with Microsoft PowerApps, Power Automate, and Power BI technical solutions
- 4 years of Microsoft Power Platform development experience
- 4 years of experience in design and development of Canvas and Model-driven PowerApps by utilizing Microsoft Dataverse
- 4 years of experience developing Power Automate Flows, Desktop Flows, business process Flows
- 4 years of experience with Dataverse tables and uses
- 4 years of experience with Power Platform Center of Excellence (CoE) Admin Center
- 4 years of experience with Power BI report development
- 2 years of Communication, analytical and interpersonal skills at all levels of an organization
- 2 years of Good teamwork skills, and ability to collaborate with other functional and technical staff on the project
- 2 years of Experience in Agile development and sprint planning
- 2 years of Ability to work independently as well as collaboratively on cross-functional teams
- 1 year of experience with Power Platform mobile apps, Power Virtual Agents, Power Pages, and PowerApps portals.
