Job Summary
Analyzes, designs, installs, configures, administers, supports & manages multiple servers & other infrastructure. Plans, coordinates & implements organization-wide network security measures. Maintains, upgrades, integrates & troubleshoots server hardware, software & firmware. Familiarity w/ virtualized environments w/ preference for VMWare/ESX & strong understanding of network environments. Exper w/ Microsoft Endpoint Configuration Manager, Sophos Central a plus. Must be an independent worker w/excellent communication & documentation skills.

Leads the installation, upgrade, and maintenance of applications, databases and middleware for assigned systems, which includes installing new software, new software releases and system upgrades, evaluating and installing patches, and conducting data migrations, refreshes and restores.

Serves as the lead on assigned systems to architect, implement or enhance, and test systems and applications to meet dynamic business needs. Performs complex configuration analyses, change management and testing activities to support the service-oriented architecture and integration between applications.

Analyzes, installs, upgrades, maintains and troubleshoots the County's network infrastructure using standard and specialized tools; maintains networking hardware and firmware, installs and maintains various network peripherals. Researches and implements new technologies.

Installs, implements and maintains security controls as appropriate including anti-virus and anti-spam software; provides security monitoring and audits of systems to ensure appropriate system(s) usage.

Programs, installs, configures, upgrades, administrates, supports and manages various servers, switches, systems and telecommunication equipment; insures compatibility and integration for all software and hardware components throughout the county; monitors network traffic to ensure efficient functioning; provides appropriate system and user documentation for new and existing software applications.

Maintains, configures, upgrades, troubleshoots the County's email system for internal and external users; payroll/financial system and other various County data management systems.

Installs and maintains current routine backups of the County's data and meets requirements of disaster recovery plan.

Analyzes and documents existing data processing and manual applications and recommends revisions and procedural changes; analyzes new data processing applications and recommends procedures, software and hardware solutions; designs data processing application and prepares an implementation plan; participates in the development and implementation of solutions.

Supports, upgrades, maintains the County's telephone systems and produces call costing reports for billing and usage for departmental and employee tracking.

Assists I.S. Manager with budget by obtaining quotes and completing audits for license count and equipment costs.

Provides training to IS staff on personal computers and network topics. Assists in maintaining and supporting user level PC's hardware and software.

Provides assistance to users regarding software and hardware questions and problems as requested; educates users and other I.S. staff to forestall reoccurrence of situation; evaluates and establishes effective user interface; enlists outside support or services as needed.

Prepares and publishes Requests for Proposals or Bids for hardware/software packages and/or vendors; analyzes proposals and bids received; makes recommendations for award.

Extracts and distributes information from online services as requested or needed; accesses other computer databases via modem and the Internet to perform the downloading of necessary files.

Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications in order to maintain highest level of information and telecommunications services and equipment for the County.

Performs other related duties as required.

Regular and predictable attendance is required.

Minimum Qualifications Required
Education and Experience:

Bachelor's degree from an accredited four-year college or university or technical degree/certification in electronics, telecommunications, management information systems, computer science or a related field; and

Three to four years of progressively responsible related experience, with a minimum of two years supervisory experience; or,

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

A+ or similar certification

Valid Driver's License

Knowledge, Skills and Abilities
Knowledge of:

Operation and maintenance of a network and personal computer environments.

Application software with experience in network to PC interface.

NetWare, Windows, Cisco, Citrix, PIX and Web Server. Microsoft Office.

Generally accepted business practices and principles.

Skill in:

Using tact, discretion, initiative and independent judgment within established guidelines.

Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction.
