DESCRIPTIVE STATEMENT:
The Tax Auditor I is a non-exempt position under the direction of the Tax Audit Manager. The Tax Auditor I performs professional level examinations of various business and governmental records of both local and remote businesses; prepares detailed documentation of audit findings, assessments, and results; and assures compliance with the City's Sales/Use Tax and license ordinances. Work requires considerable tact in dealing with the public and involves interpreting Municipal Code, State statute and regulations, and court cases relating to the administration and enforcement of tax or license provisions. Provides customer service to internal and external customers via email, phone and in-person.. Responds to questions and complaints from the general public and other City departments.

The duties in this classification are primarily performed indoors, in a comfortable office environment. The incumbent must demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations in the office when needed. The individual will be frequently exposed to periods of demanding activity and high mental stress. Incumbents must be willing to work additional hours or overtime including some evenings and weekends, if required. This position may require out-of-city or state work for extended periods of time. The incumbent will be required to drive to training events and/or meetings with taxpayers. Adverse contacts with the public often occur. The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies.
All required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.

DUTIES & RESPONSIBILITIES:
ESSENTIAL FUNCTIONS:
- Responsible for scheduling and performing audits in an efficient manner to include development of comprehensive work papers reflecting details of audit and assessment of outlying final liability and findings
- Creates comprehensive work papers using Excel to include tables, formulas (i.e., average, interest calculation, tax calculations)
- Performs audits of a wide variety of businesses to assure compliance with Sales/Use Tax ordinances
- Applies general accounting principles such as depreciation, expenses, accrual and associated reports
- Explains Sales/Use Tax and license ordinance requirements to taxpayers
- Responsible for collections involving Sales/Use Taxes and license fees
- Determines business license requirements in accordance with the City's license ordinances
- Performs internal audits of City departments and procedures
- Appears and testifies on behalf of the City at Sales/Use Tax hearings and court proceedings
- Performs related accounting technical work
- Other duties as assigned
IMPORTANT FUNCTIONS:

- DISTINGUISHING CHARACTERISTICS: This is the entry-level classification in the Tax Auditor series. The Tax Auditor I is differentiated from the Tax Auditor II classification by the performance of the more routine tasks and duties assigned to positions within the series. Employees at this level perform a full range of duties. The work of the Auditor I is observed and reviewed during both its performance and upon completion. The incumbent may have limited related work experience.
PHYSICAL REQUIREMENTS:

- Must have the ability to lift and move files and supplies weighing up to 45 pounds, with or without accommodation

KNOWLEDGE, SKILLS & ABILITIES:
This position requires:
- Working knowledge of general accounting principles and practices
- Knowledge of the principles and practices of auditing
- Ability to explain ordinance or regulation provisions to other City personnel and the general public
- Knowledge of and ability to perform mathematical calculations, which include arithmetic, division, multiplication, statistics, and percentages
- Knowledge of calculations to include sales tax liability, determine tax base, determine tax rate charged on a purchase
- Skill and ability to deal diplomatically with the public in adverse situations
- Must be able to maintain a high level of confidentiality and integrity
- Knowledge of proper business English usage, spelling, punctuation, and grammar
- Excellent written and verbal communication skills
- Superior analytical, investigational, and organizational abilities
- Knowledge of and ability to use modern office equipment to include computers, printers, photocopy machines, scanners, multi-line telephone system, fax machine, calculator, and other specialized office equipment
- Knowledge of current word processing, presentation, communication, and research applications such as Microsoft Word, Microsoft Outlook, internet browsers, and other various software programs
- Knowledge of MS Excel and ability to compile data in a spreadsheet, link data from sheet to sheet within a workbook, copy/paste data, develop formulas to include summation, average, percentages etc.
- Ability to operate a motor vehicle, distinguish directions, and ability to follow all City and State traffic laws
- Ability to work successfully with and provide good customer service to supervisors, other City employees, the public and other agencies, and organizations

MINIMUM QUALIFICATIONS:
In addition to the knowledge, skills, and abilities, this position requires the following:
- A bachelor's degree from an accredited college or university in accounting, finance, or business
- A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
- License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
- During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
