Summary:
The Client is looking for an experienced Technical Project Manager to work with various projects within the Office of the SCIO. The ideal candidate will have demonstrated strong technical skills, problem solving abilities and leadership qualities to manage all activities of all aspects of the project life cycle.
This role encompasses understanding complex technical scenarios and requirements, able to ferret out obstacles to progress and suggest alternative strategies and directions. Responsible for reporting status of a Project to Special Project Lead, Senior IT and Business Management, including the articulation of impediments, risk analysis, risk mitigations, timeline and budget impacts.
JOB DUTIES (Detailed Statement of Duties and Responsibilities):
Work with IT and business stakeholders to develop the project plan with detailed milestones and activities.
Implement the plan and report status and risks on a weekly basis to the Office of SCIO
Host a weekly project status meeting with the vendor Project Manager.
Host a Biweekly project status meeting with IT, vendor and business stakeholders.
Define project requirements with key IT and business stakeholders
Work with business stakeholders to solve reported data quality issues, errors and missing items.
Coordinate project activities for adherence to project plan and goals
Monitor results against established timelines, deliverables, tasks, dependencies and associated technical specifications
Develop detailed project plans, work breakdown structures, project checklists and budgets to meet established time frames, funding limitations and staffing availability.
Work with IT Financial Analyst to prepare and maintain project budgets and funding requests for approval by targeted state and federal agencies.
Prepare comprehensive supporting plans in the areas of quality control, risk management, change management, testing and other associated project management areas
Manage project development process to include monitoring project scope and change control processes
REQUIRED SKILLS (Special Skill Set, Abilities, Knowledge):
Knowledge of, and experience in the technology environment
Project Management Professional (PMP) Certificate
Ability to develop and maintain relationships with management, business users & project team members
Ability to interact effectively with technical personnel and with a wide variety of technical resources
Ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users
Knowledge and demonstrated ability to conduct detailed planning, and to perform risk assessments and their associated risk mitigation actions
Excellent oral and written communication skills, and presentation skills
QUALIFICATIONS (Education, Years' Experience, Certificates):
Bachelor's degree in computer science or equivalent experience
Minimum (5) five years of extensive hands-on experience with project management as the Project Manager with full accountability and financial responsibility
Minimum (5) five years of IT experience in one or more technical roles
Experience with and preparing project documentation such as detailed requirements
Proficiency with MS Project, and MS Office applications including Excel, Word, Visio, Outlook and PowerPoint.
