Role Overview:

In this role you will serve as Director for the Technical Services Division, which provides engineering and technical support to the entire District. You will be responsible for developing and compiling work reports that measure cost and outputs of the maintenance workforce, including OPI performance measurements, and provides such to the District leadership team on a monthly, quarterly, and annual basis. The Technical Services Director will assist the District Deputy Commissioner in establishing annual maintenance work priorities and production output levels, and assist in determining if infrastructure maintenance tasks should be completed by in-house staff or by contractors. Additionally, you will identifies short and long-term goals for Testing, Maintenance and Operations, and Asset Management divisions consistent with those of the District and mission of the department. You will be tasked with oversight of maintenance and operation of the District's traffic signal and traffic signal systems. In this role you will be responsible for the supervision and management of the following staff: Permits, Information Technology, and Testing.

Salary:

This position traditionally starts at an annual salary of $93,002.00. Salary for this position may be commensurate with education and job experience.

This position is located in INDOT's Fort Wayne District, Technical Services Department.

A Day in the Life:

The essential functions of this role are as follows:
Ensure proper and efficient management practices are followed
Establishes the strategic maintenance plan for traffic signals and traffic signal systems that defines the district's Traffic Signal Maintenance Work Program production requirements to meet fiscal constraints and incorporates anticipated regulatory changes
Assists in the district's asset management
Serves on the Asset Management committee and works with the Central Office Capital Program Management team
Identifies short and long term goals for the district's highway maintenance program, consistent with the mission of the department
Develops and implements policies and procedures for the Technical Services Division, including those that pertain to the District's IT services and the District's IT vendor(s).
Responsible for efficient allocation of all resources (e.g., staff utilization, budget allocation, proper application of technology and equipment, etc.)
Establishes management operating procedures to monitor the Technical Services Division work process and assesses cost effectiveness of programs
Regularly meets with the Highway Maintenance Director, Construction Engineer, and Planning Director to discuss established technical support priorities and confirm progress towards short and long-term goals
Supervises managers (e.g., provides developmental opportunities, coaches staff to foster development, evaluates performance, approves section staffing levels, recommends discipline, etc.)
Monitors work performance of Technical Services staff in conjunction with other department divisions utilizing department decision support systems
Ensures staff remains abreast of regulatory changes and applies knowledge to work place
Informs staff of activities in the Technical Services Division, through internal communications and regular meetings, to update staff on policy changes and area/development activities to foster team spirit

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:
High School Graduate or equivalent
Must have a minimum of five (5) years of supervisory and/or management experience in highway maintenance/operations or related discipline
Broad knowledge of highway operations and management techniques
Ability to facilitate execution of district maintenance and operations work activities to meet district production goals and annual fiscal constraints
Ability to understand and comprehend both written and verbal instructions dealing with management and operations of INDOT's initiatives
Excellent communication skills
Excellent problem-solving and analytical skills
Ability to formulate sound management and fiscal recommendations and make appropriate decisions with consideration of potential impact on department and district
Ability to effectively prioritize a variety of projects/functions
Ability to establish and maintain effective working relationships with all levels of management
Ability to work independently
Ability to organize thoughts and ideas in a logical manner
Ability to plan and organize the work of other employees
Ability to motivate subordinates to accomplish department goals and initiatives

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
