Summary

The Technical Specialist I & II - Distribution Management System (DMS), Training and Development position will be responsible for developing, conducting and evaluating training on the use of Oncor's electric grid Operational systems and process directly related to those systems. The target student audience will be Distribution Operations Center's supporting positions such as Storm Managers and storm support personnel. This position will meet Company needs and comply with applicable requirements using effective instructional methods and technologies. This position will be required to report on site to the Oncor offices in southwest Dallas or other Oncor facilities. This job opportunity is not a remote work position.

Key Roles & Responsibilities; Other duties may be assigned. Directly or through others, the incumbent:

Technical Specialist I:
  • Performs all essential functions and aspects of the job including any other specific job requirements
  • Reviews and assist with developing objectives, lesson plans, training material and performance measures for training topics using a systematic approach to training as described in established procedures.
  • Provides technical instruction to Control Room Personnel, Storm Managers, and other Storm Support Personnel using simulation exercises, table-top discussion and classroom training.
  • Maintains training records to demonstrate compliance with NERC and other regulatory agency requirements.
  • Evaluates the effectiveness of training programs to ensure task completion while meeting required learning objectives. Reviews and assist with implementation of new training technologies to improve the quality and effectiveness of training programs.
  • Creates and facilitates an exciting and enjoyable training environment
  • Reviews and assist with development of training programs that comply with company and regulations procedures
  • Travel between Oncor Facilities within our service areas

Technical Specialist II:
  • Performs all essential functions and aspects of the job including any other specific job requirements
  • Develops objectives, lesson plans, training material and performance measures for training topics using a systematic approach to training as described in established procedures.
  • Follows the ADDIE methodology to design, develop, and deliver training programs that comply with regulations, company policies, procedures, work rules and management expectations which includes a variety of instructional methods, settings and technologies.
  • Provides technical instruction to Control Room Personnel, Storm Managers, and other Storm Support Personnel using simulation exercises, table-top discussion and classroom training.
  • Maintains training records to demonstrate compliance with NERC and/or other regulatory agency requirements.
  • Provides a leadership capacity in training situations to ensure trainees stay focused on completing tasks to meet learning objectives
  • Reviews and implements new training technologies to improve the quality and effectiveness of training programs.
  • Creates and facilitates an exciting and enjoyable training environment
  • Creates and lead training programs that comply with company and regulations procedures
  • Travel between Oncor Facilities within our service areas


Education
  • High School Diploma, GED or equivalent is required.

Specific to Technical Specialist II:
  • Associates or Bachelor's degree or related field preferred

Experience and Skills for both
  • Experience using verbal, written and simulation teaching methods.
  • Experience with Oncor DMS (Intergraph's In-Service application set) is preferred.
  • Distribution Dispatcher experience is preferred
  • Knowledge of electrical theory and power system operation; Distribution systems preferred.
  • Strong working knowledge of Microsoft Office Suite, specifically Outlook, Word, PowerPoint and Excel.
  • Working knowledge of and/or ability to provide procedural based training using the Systematic Approach to Training (SAT) process and the ADDIE Model
  • Excellent verbal and written communication skills.
  • Ability to manage and coordinate the daily training activities.

Experience and Skills for Technical Specialist I:
  • One to three years of training program delivery and/or development.

Experience and Skills for Technical Specialist II:
  • Three to five years of training program delivery and/or development
  • Experience with e-learning authoring tools and learning management systems, and multimedia technology preferred.

Measures of Success
  • Effectively coordinates the daily training requirements for selected group.
  • Ensures documentation and reporting requirements are accurate and on time for all personnel attending all applicable training.
  • Ensure trainees maintain all necessary credentials required by Oncor and regulating entities.
  • Maintain accurate documentation for all personnel attending all applicable training
  • Designs, develops and delivers safe, effective, relevant, technically accurate, and innovative performance-based training that meet Company needs.
  • Work activities are coordinated with responsible groups to ensure current training requirements have been satisfied.
