Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.

The Telecommunications Branch Manager manages the operations of the Telecommunications Operations Branch for the House of Representatives by leading the staff of Telecommunications Administrators in the daily operations, support, and provisioning of all telecommunications services to the House user community. The Branch Manager provides guidance to staff regarding telecommunications projects, programs and operational support. The Branch Manager is also responsible for all Telecom related transition activities (policy development, planning, and implementation). This position assists the Director of Telecommunications as needed.

This position has day-to-day managerial/supervisory responsibilities.

Primary Duties/Responsibilities:
Assist the Director as necessary in the formulation of policy, management, budget and technical plans to achieve CAO/HIR program goals and objectives for telecommunications support.
Provide leadership, guidance, and technical support to Telecommunications Operations Staff.
Serve as a senior level consultant providing technical guidance on Telecommunications Operations activities.
Work with other technical staff to ensure that all Telecommunications systems are operating efficiently and effectively and meet user requirements.
Formulate plans and procedures to ensure effective utilization of personnel and proper use of all resources and equipment within the framework of authorized activities.
Prepare reports as required by management.
Conduct normal administrative and personnel management activities, including performance reviews and evaluations, interviewing and employment recommendations, staff counseling, employee development training, and development of policies.
Advises subordinates on administrative policies and procedures, technical problems, priorities, and procedures.
Keep abreast of Telecommunications technologies.
Performs other official duties as assigned.

QUALIFICATIONS:

Qualifications:
Bachelor's degree or equivalent work experience.
Minimum of 10 years of relevant experience.
Minimum of 4 years of specific experience with Avaya Communications Manager; Avaya Voicemail; Remedy/Helix Ticketing System; and experience with wireless technology
Senior level technical background in standards-based telecommunications systems.
Knowledge of standard telecommunications products and services such as local and long-distance telephone services, voice mail, telecommunications billing and voucher systems.
Experience in customer help desk technology and strong customer service skills.
Experience with Avaya products and wireless technology.
Demonstrated understanding of management principles and objectives.
Knowledge of all aspects of information systems. Knowledge of management theory and generally accepted personnel practices.
Ability to identify and define objectives and establish practical project milestones.
Ability to provide technical and management leadership of others in the various telecommunications project activities.
Ability to elicit creative approaches through careful problem definition.
Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professionals and non-technical users.
Ability to work additional hours as necessary.
Demonstrated competence in a wide range of technical areas.
Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management
