Qualifications:
GENERAL DESCRIPTION
Performs highly advanced (senior-level) policy administration and managerial work. Work involves strategic planning, state agency administration, and working closely with the executive director on the day-to-day operations of the agency and departments. The medical director is appointed by the executive director and serves as agency medical director responsible for medical quality assurance at the agency. Directly oversees all agency experts and monitors, and is responsible for maintenance and quality of the expert panel program to include reviewing expert reports. Responsible for recruitment of experts needed for board programs, to include maintaining external relationships with medical constituencies on behalf of the board and agency. Provides professional determinations regarding medical issues related to licensing and enforcement for case files within the board programs, to include acting as an analyzing resource for the Licensure and Enforcement Departments. Works with attorneys and other staff in this capacity. Provides analysis on medical issues concerning relevant board rules and policies. May participate in state and national meetings of medical organizations. May assist in representing the board before other state agencies, including the legislature. Participates as a member of the agency Senior Management Team. May act as executive director in the absence of the executive director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
PRINCIPAL JOB FUNCTIONS
50% Directly oversees all agency experts and monitors, and is responsible for maintenance and quality of the expert panel program to include reviewing expert reports. Responsible for recruitment of experts needed for board programs, to include maintaining external relationships with medical constituencies on behalf of the board and agency.
30% Provides professional determinations regarding medical issues related to licensing and enforcement for case files within the board programs, to include acting as an analyzing resource for the Licensure, Compliance and Enforcement Departments. Works with attorneys and other staff in this capacity. Provides analysis on medical issues on relevant board rules and policies. Has delegated authority to review and recommend resolution of cases for non-disciplinary outcomes.
5% Participates as a member of the agency Senior Management Team. Assists with rule review and rule writing.
5% May participate in state and national meetings of medical organizations. May assist in representing the board before other state agencies, including the legislature.
5% Represents the board with testimony at the State Office of Administrative Hearings and other jurisdictions.
5% Other duties as assigned.
EXPERIENCE AND EDUCATION
A medical degree and licensure as physician in the State of Texas are required.
Experience as a medical director is preferred.
Experience in peer review is preferred.
Experience in working with rule review and rule writing is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of federal regulatory laws affecting the practice of medicine and the Texas Medical Board
Knowledge of investigative methods and court procedures, rules of evidence, and departmental policies
Knowledge of business and management principles involved in strategic planning, resource allocation, and leadership techniques; accounting, budgeting and financial principles; and the principles and practices of public administration and management.
Skills in conducting investigations and/or medical record review
Skills in compiling, evaluating, and presenting relevant data gathered through investigation or review
Ability to analyze medical records
Ability to obtain expert testimony regarding standards of medical care
Ability to communicate effectively both verbally and in writing
Ability to accurately report facts
Ability to gather information and evidence
Ability to organize and handle multiple tasks with flexibility
Ability to explain and interpret pertinent provisions of laws and regulations to other investigators, licensees, and complainants
Ability to maintain liaison with co-workers, the general public, and federal, state, and local authorities
Ability to work cooperatively with others in case preparation
