The Town Engineer is responsible for complex project design, construction and budget management, provides technical expertise for the Town in matters relating to transportation and storm drainage issues, and manages all activities of the Street Division and Engineering Division, including the supervision and mentoring of Engineering Division staff and the Street Supervisor. Work is independent with considerable authority to use judgment and initiative in carrying out work programs, projects and objectives.

Examples of Essential Duties and Responsibilities

Exercise supervision over Street Division and Engineering Division personnel. Provide feedback and direction to assigned staff, coaching them in setting and achieving annual goals, analyzing situations, and resolving technical and relational dilemmas.
  • Oversee implementation and management of the Town's pavement management program, public right-of -way permitting, and encroachment permitting programs.
  • Manage capital improvement projects for bridges, trails, and roadways. Oversee professional engineering consultants and construction contractors.
  • Develop and implement an annual Stormwater Maintenance Program.
  • Implement the stormwater improvement projects identified in the Stormwater Master Plan. Advise the Town Board of Trustees regarding funding sources needed to design and construct the Stormwater Master Plan improvements.
  • Serve as, or oversee, the Town's Floodplain Administrator.
  • Oversee the Town's pavement management program.
  • Contribute to the leadership of the department through active participation on the Public Works Leadership Team, including serving as the Acting Public Works Director when assigned.
  • Prepare the annual schedules and cost estimates for Public Works capital infrastructure projects. Maintain and annually update the 5-year Capital Improvement Program for the Engineering Division.
  • Prepare and present the annual operating and projects budgets for the Street Division and Engineering Division.
  • Perform, or delegate to others, the review and comment on new land use and building permit applications for compliance with the Estes Park Development Code provisions pertaining to storm drainage and multimodal transportation access.
  • Provide technical representation on behalf of the Town and/or Public Works at various committees, advisory boards, stakeholder groups, etc.
  • May serve as the Town's Traffic Engineer.
  • Performs other related duties as assigned.

Minimum and Preferred Qualifications

  • A Bachelor of Science degree in Civil Engineering or a related field. Eight years of relevant professional experience may substitute for the education requirement.
  • Eight years of progressively responsible professional level project management experience in transportation, traffic, and stormwater engineering, municipal land use/development planning and review, public works construction management, or closely related fields.
  • Four years of experience managing complex projects and supervising the associated engineering staff, administrative staff, and/or contractors, preferably in a governmental setting OR Two years experience as a Civil Engineer II at the Town of Estes Park.
Licenses, Certifications and Registrations
  • Valid Colorado Driver's License and satisfactory driving record. Out of state candidates must obtain Colorado License within 6 months of hire.
  • Registration as a Colorado Professional Engineer (PE) within 6 months of hiring.
  • Preferred:
    • APWA Certified Public Works Professional-Management.
    • ASFM Certified Floodplain Manager.
    • TPCB Certified Professional Traffic Operations Engineer

  • Competent working knowledge of civil engineering and project management practices and principles applied to storm drainage systems, floodways, roadways, bridges, multi-use paths, and earthwork projects.
  • Knowledge of methods, equipment, policies, organization, rules and regulations commonly used in operating Public Works transportation and stormwater systems, including but not limited to the MUTCD, LCUASS, Urban Drainage Manual, AASHTO standards, etc.
  • Knowledge of and ability to use office equipment such as copiers, personal computers, and smartphones.
  • Demonstrate proficient computer skills including a working knowledge of Microsoft Word & Excel, Google Calendar & Gmail, ArcMap/Lucity GIS software, Autodesk AutoCad, and Adobe Acrobat.
  • Ability to work independently and solve problems without direct supervision.
  • Must be able to demonstrate capable professional engineering judgment in the assessment of competing and/or contradictory requirements, goals, or standards to guide outcomes that are in the best interest of the Town.
  • Ability to research, prepare and analyze comprehensive technical reports and letters on complex issues.
  • Knowledge and experience in applying for and administering Federal and State grants.
  • Communicate clearly, concisely, respectfully, and effectively both orally and in writing with developers, contractors, consultants, property owners, Town staff, and the general public.
  • Demonstrate effective Emotional Intelligence skills in workplace communication and relationships.
  • Effectively prepare and deliver comprehensive written reports and concise oral public presentations on complex issues to diverse audiences including Town Boards, Commissions, and the general public.
