The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 175 years. CSS runs several statewide programs that help consumers find and enroll in health coverage. CSS runs a statewide Navigator Network which helps consumers find and enroll in health coverage under the Affordable Care Act (the ACA). The CSS FE-ABD program operates a network of 24 Community Based Organizations, serving all 62 counties throughout New York State.
CSS is seeking a dynamic mission-driven Training/Outreach Manager with expertise in outreach and engagement in health care to support activities for the CSS statewide Facilitated Enrollment Program for the Aged, Blind, and Disabled (FE-ABD). This program helps people who are older, blind or have disabilities enroll in Medicaid through the local county social services offices. Eventually, enrollment of these beneficiaries will occur through the NY State of Health Marketplace.

Salary and Benefits: The annual salary for this position is $84,710. Job Responsibilities:
- Lead education and outreach efforts to increase awareness and utilization of FE-ABD services to individuals who are eligible for Non-MAGI Medicaid, families of individuals who are eligible for Non-MAGI Medicaid, service providers, advocates, and/or priority populations as identified by FE-ABD. Education and outreach may include in-person, and online training; informational sessions; participation in community events; the use of social media, or other appropriate strategies.
- Train and support Facilitated Enrollers in the FE-ABD Network of community-based organizations (CBOs).
- Train and support Facilitated Enrollers, Junior Contract Managers, and other CSS-based staff.
- Travel across the state to partner organizations to engage and build relationships with key stakeholders serving people who are in the ABD population.
- Develop and maintain accuracy of FE-ABD outreach materials.
- Oversee design and translation of materials, including videos.
- Use Salesforce database to track outreach and engagement activities statewide.
- Participate in monthly CBO network meetings and case clinics.
- Identify trends and issues encountered by Facilitated Enrollers in FE-ABD Network.
- Supervise Program Administrative Specialist and other staff, as determined in consultation with the Program Manager of the FE-ABD program.
- Other duties as determined in consultation with the Program Manager of the FE-ABD program.
Job Qualifications:
- Master's degree in public health, social work, and public administration preferred.
- A minimum of two years of experience providing outreach and education assistance to consumers and/or advocates on issues concerning health insurance, or healthcare access issues is required.
- Experience developing and conducting trainings.
- Experience in designing training and outreach materials.
- Experience motivating and managing others strongly preferred.
- Strong organizational skills are required.
- Experience providing assistance to consumers and/or advocates on health insurance and health care access issues required.
- Excellent telephone, counseling and communication skills required.
- Ability to write clearly, concisely and accessibly.
- Creative, strategic thinker with excellent written and visual communication skills
- Proficient in MS Office, WordPress and Sales Force preferred.
- Ability to speak a language other than English preferred.
