Job Opening Description
The Training Program Specialist plans, organizes, coordinates, and evaluates small to moderate-sized programs. Plans and monitors performance against program goals and objectives and ensures program results. Interacts with internal and external program or project stakeholders to gain buy-in or build understanding and support for changes in program or services. Understands the relationship between the program being accomplished and other programs within the District and modifies own processes accordingly. Decisions are made necessitating the interpretation of applicable laws, governmental guidelines, and District Standard Operating Procedures (SOPs).
Duties and Responsibilities
Primary Duties:
The functions listed below are characteristic of the type and level of work associated with the Training Specialist Position. They are not all-inclusive.
Supervision Received:
Works under the general supervision of the Training Chief. Perform duties independently, with the guidance and support of the Training Chief and Training Officers. Performs duties with little direction and determines own practices and procedures to effectively complete new and varying job tasks.
Supervisory Responsibility:
As assigned, but generally not typical of this position
Interpersonal Contacts:
Contacts are made with others both inside and outside the organization. Contacts are usually made with other departments, line, and administrative staff.
Job Conditions:
This is an in-person with a 4/10 schedule from Monday to Thursday. The standard working hours are from 6:30 am to 4:30 pm. Hybrid work or work from home arrangements are not available for this position. Working conditions are dynamic to include working independently or in a team, frequent interruptions, problem-solving, and most being computer based in an office setting.

The Fire District will invite the top 10 candidates who meet the minimum and preferred qualification to a panel interview. In accordance with OAR 839-006-0450, the Fire District will also interview each veteran who submits a completed application meeting the minimum qualification.

Duties and Responsibilities

- Plan, organize, coordinate, and evaluate assigned programs. Maintains program "administration".
- Design, evaluate, and recommend changes to assigned programs.
- Develop and maintain reports and confer with Management and users about format, distribution, and purpose to identify problems and improvements.
- Manage DPSST, OSHA, NFPA, and ISO records for all Fire Department personnel.
- All training document management i.e. Academy, Truck, and Tech Manuals
- Vector Solutions specialist
- Manage Academy testing
- Subject matter expert and point of contact for explanations of national, state, and local requirements, regulations, and procedures regarding certification and training requirements.
- Direct daily operations of programs, analyzing workflow, establishing priorities, developing standards, and setting deadlines.
- Interact with Chief Officers, Training Officers, Managers, Supervisors, Vendors, and others to solicit cooperation and resolve problems. Work with other Divisions to ensure that programs interact appropriately with each other.
- Provide users with technical support for program-related problems.
- Make policy and training recommendations to stakeholders
- Attend training and work with Vector Solutions and other training platforms to resolve problems during program implementation and go-live phases.
- Manage the Annual Training Plan with the Training Chief
- Assist with budgets
- Assists in other office responsibilities as needed along with other Departments/Divisions within the Fire District.

Qualifications
Minimum Qualifications
- Valid Driver's License and acceptable driving record
- High school diploma, GED or College Degree
- 1-3 years of administrative experience working in Public Safety (Police, Fire, Military)
- Experience with Microsoft Technologies and Google Docs
Preferred Qualifications
- Knowledge and understanding of the fire service and terminology
- Experience with Vector Solutions (TargetSolutions)
- Ability to listen effectively, seek clarification, and confront possible problems proactively.
- Strong organizational skills to multi-task between projects, tasks, and daily routines.
- Strong analytic skills and project management capabilities.
