Duties As a TRAINING SPECIALIST you will be responsible for the following duties: * Manage EV programs and projects related to entity vetting training, such as EV Phase 7 on-the-job (OJT) training, evaluating training curriculum effectiveness and EV product quality. * Provide subject matter support related to entity vetting to DCSA Security Training (ST) and managing EV ad hoc training for internal and external stakeholders. * Promote a knowledgeable EV workforce and its continuous personal and professional growth. The incumbent will be required to report to the office on a routine basis. * If selected, the incumbent must obtain and maintain appropriate security clearance as indicated in job announcement. * Incumbent is required to obtain and maintain the Security Fundamentals and Professional Certification within 12 months of appointment. * Incumbent is required to obtain and maintain the Industrial Security Oversight Certification within 24 months of appointment. Qualifications This position has a Basic Requirement for the 1712: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: * Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). * Supervising or administering a training program. * Development or review of training/course materials, aids, devices, etc., and evaluation of training results. * Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: * Advanced experience managing a portfolio, projects, programs, or systems. * Utilizing expert knowledge of security, intelligence, and business, as well as understanding workflows, metrics/production requirements, and needs analysis. * Advanced experience training, leading, and mentoring others. * Execute vetting principles and practices to address program, technology, organization, or individual risk * Advanced experience auditing approved risk management activities or determining risk management requirement activities to ensure adherence to applicable regulatory standards and internal style guides. Specifically you will be evaluated on the following competencies: 1. Program Planning, Review and Evaluation- Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
